Introdução: Trata-se da descrição do papel da CIB-MG no processo deregionalização do SUS em Minas Gerais, desde sua criação e constituição. Relata o histórico do seu desenvolvimento, capilarização e empoderamento como lócus de co-gestão do sistema estadual de saúde, seu modus operandi (os Planos Diretores de Regionalização), os pactos nela gerados relativos ao processo de descentralização e regionalização através da constituição das macro e microrregiõesde saúde e suas respectivas CIBs. Objetivo geral: Descrever como a CIB/MG contribuiu para o processo de regionalização em Minas Gerais, no período de 2004 a 2007. Metodologia: Trata-se de um estudo qualitativo, utilizando como técnica principal o Estudo de Caso descritivo simples. Resultados e Discussão: Os achados das atas demonstram que a CIB/SUS/MG desenvolve um trabalho significativo na discussão das políticas de saúde do Estado. Tem elevado grau de participação de gestores e técnicos estaduais e municipais, bem como de representantes de consórcios intermunicipais de saúde nas suas pactuações e deliberações. Mantém também relações verticais com as CIBs macro e microrregionais e a CIT. Há um alto grau de liberdade e horizontalidade na definição dos pontos de pauta e grande participação, tanto numérico como representativo dos atores das esferas de governo.
Entretanto, ainda se configura um quadro que permite a predominância de interesses de regiões de maior poder econômico e político, tanto na repartição dos recursos, como na manutenção do status quo do sistema e do modelo atenção de atenção à saúde. Considerações Finais: A CIB/SUS/MG desempenha um papel de fundamental importância para o sistema estadual de saúde de Minas Gerais, sendo um espaço de debate democrático de idéias e de opiniões. Carece, entretanto, de um amadurecimento que possibilite uma predominância dos princípios que visem à busca de uma mudança de modelo de atenção, voltados para a consolidação de uma atenção primária forte e resolutiva. Carece também de maior capacidade de intervenção na disputa entre os interesses públicos e privados, através de controle da agenda e da pauta da CIB, buscando discutir a construção do SUS com base nas necessidades da população e não sob aimposição da oferta de serviços.
Abstract
Introduction: This is the description of the role of the CIB-MG in the process of regionalization of public health in Minas Gerais since its creation and constitution. It chronicles the history of its development, empowerment and capillarization as a locus of co-management of the state health system, its modus operandi (Masterplans Regionalization), it generated the covenants relating to the process of regionalization
and decentralization through the establishment of macro and micro health and their CIBs. General Objective: To describe how the CIB / MG has contributed to the regionalization process in Minas Gerais in the period 2004 to 2007. Methodology: This is a qualitative study using the technique as the main descriptive single case study. Results and Discussion: The findings of the minutes show that the CIB / SUS / MG develops significant work in the discussion of health policies in the state. Has high degree of participation of managers and technical state and municipal as well as
representatives from Health Consortia in their agreements and resolutions. It also maintains relations with the vertical CIBs macro and micro-regional and CIT. There is a high degree of freedom and the horizontality of the points of agenda setting and great participation, either numeric or representative of the actors from the spheres of government. Nevertheless, it still sets a framework for the predominance of the
interests of regions of greater economic and political power both in the allocation of resources, as in maintaining the status quo and the system of care model of health care. Conclusion: The CIB / SUS / MG plays a fundamental role for the state health system in Minas Gerais, an area of democratic debate of ideas and opinions. It lacks, however, a maturation that allows for a predominance of principles that aim to search for a paradigm shift of attention toward the consolidation of a strong primary care, and efficient. Also requires greater capacity to intervene in the dispute between the public and private interests, by controlling the agenda and the agenda of the IWC, discussing the construction of SUS based on population needs and not under the charge of service provision.
