Abstract in Portuguese
Após a criação do Sistema Único de Saúde, suscitou aos sistemas nacional, estaduais e municipais de saúde uma redefinição de seus modelos de atenção à saúde e a vigilância em saúde surge como proposta de modelo alternativo e possibilidade de superação da dicotomia entre as práticas coletivas e individuais. Para melhorar os serviços das vigilâncias, demandou-se a necessidade de formação dos trabalhadores de nível técnico que atuavam nessa área. Para atender essa necessidade em Pernambuco (PE), a Escola de Governo em Saúde Pública do estado iniciou em 2011 duas turmas do Curso Técnico em Vigilância em Saúde na I Gerência regional de Saúde (GERES) e concluiu este processo de formação em dezembro de 2013 formando 42 trabalhadores. Devido à proximidade com os alunos formados foi possível perceber a dificuldade a cerca do reconhecimento de sua identidade profissional no seu espaço de trabalho e impossibilidade de construção de carreira. A identidade profissional é um produto social da relação entre formação, trabalho e carreira, permitindo ao trabalhador o reconhecimento de si e o reconhecimento pelos outros. Diante desse contexto, o objetivo geral do estudo foi analisar o processo de construção da identidade profissional dos TVS formados nas primeiras turmas da I GERES, enfocando três dimensões fundamentais: formação, reconhecimento de si como técnico dessa área, reconhecimento como sujeito das práticas de vigilância pela gestão dos serviços e lançar luzes sobre a regulamentação da profissão. A pesquisa foi um estudo de caso com as turmas formadas da I GERES de abordagem qualitativa e descritiva. Foram utilizados como sujeitos da pesquisa os 6 alunos e 4 gerentes da vigilância e a Diretora Geral de Educação em Saúde do estado. A coleta de dados utilizou análise de documentos, entrevistas e grupo focal. A análise dos dados foi feita através da triangulação de métodos. A análise dos dados coletados foram sistematizados por meio da técnica de análise do discurso do sujeito coletivo que resgata a representação social, onde as opiniões individuais e ideias presentes nos depoimentos dos sujeitos da pesquisa formou um discurso na primeira pessoa do singular como se fosse do coletivo. Os resultados encontrados evidenciam no processo de formação dificuldades com a docência, estrutura física, gestão dos serviços e da coordenação do curso, aumento na duração do curso, no plano de curso, entre outras. Evidencia que existe reconhecimento de si enquanto Técnico em Vigilância em Saúde, porém não existe o reconhecimento pela gestão. O estudo demonstra a necessidade da regulamentação e/ou criação do cargo nos serviços como forma de permitir a construção da identidade social da profissão.
Abstract
After the creation of the Unified Health System, a redefinition for the national, stately and municipal health systems was originated, of their models of health care and health surveil-lance emerges as a proposal for an alternative model and the possibility of overcoming the dichotomy between collective practices and Individuals. In order to improve surveillance’ services, was necessary to train the technical level workers who worked in the area. To meet this need in Pernambuco (PE), a State School of Public Health started in 2011 two classes of the Technical Course in Health Surveillance in the Regional Health Management (GERES) and concluded this training process in December 2013 with 42 workers. Due to the proximity with the students trained it was possible to realize the difficulty surrounding recognition of their professional identity in their work space and impossibility of career building. Profes-sional identity is a social product of the relationship between training, work and career, allow-ing the worker recognition of yourself and others. Against this background, the general pur-pose of the study was to analyze the process of building the professional identity of the TVS trained in the first classes of I GERES focusing on the three main dimensions: training, recognition of yourself as a technician, recognition as subject of surveillance practices for the management of services and shed light on the regulation of the profession. The research was a case study with the classes formed from the I GERES of qualitative and descriptive approach. Subjects were used as research subjects in 6 students and 4 surveillance managers and a Gen-eral Directorate of Health Education in the state. Data collection uses document analysis, in-terviews, and a focus group. Data analysis was performed by triangulation of methods. The analysis of the collected data has systematized through the discourse analysis technique of the collective subject that rescues a social representation, where the individual opinions and ideas present in the testimonies of the subjects of the research form a discourse in the first person of the singular as if it were of the whole. The results show in process of formation difficulties with teaching, physical structure, service management and coordination of the course, an increase in the course of the course, course plan, among others. It evidences that there is a recognition of yourself as a Technician of Health Surveillance, but there is no recognition by the management. The study demonstrates the need for regulation and / or the creation of ser-vices as a way of building the social identity of the profession.
