O objeto deste trabalho são as políticas públicas sociais, particularmente àquelas relacionadas com a transferência direta de benefícios monetários de caráter não-contributivo. Este visa oferecer elementos para um debate mais substantivo acerca da pertinência da implantação da renda básica de cidadania no Brasil no sentido de inovar do ponto de vista social e fazer frente à maior problemática que o país tem revelado historicamente que diz respeito à desigualdade na sua estrutura de distribuição de riquezas e renda. A questão da justiça social na alocação de recursos está subjacente à temática considerando a modalidade de renda em questão como uma política potente do ponto de vista redistributivo. Neste sentido foram aqui trabalhadas as formulações teóricas John Rawls e Amartya Sen, importantes representantes do debate atual sobre princípios de justiça capazes de promover os ideais de igualdade e de liberdade. A renda básica de cidadania é considerada congruente com os princípios de justiça formulados por Rawls, além de estimular a aquisição das capacidades ou liberdades propostas por Sen.
Abstract
The object of this work is the social public politics, particularly those related
with the straight transference of monetary benefits of not contributive
character. It aims to offers elements for a more substantive debate
concerning the relevancy of the implantation of the basic income of
citizenship in Brazil, in the direction to innovate of the social point of view
and to make front to the greater problematic the country has disclosed
throughout the years in respect to inequality in its structure of distribution
of wealth and income. The question of social justice in the allocation of
resources is underlying to the thematic considering the modality of income
in question as one powerful politics of the distributive point of view. In this
direction the theoretical formularizations of John Rawls e Amartya Sen had
been worked, since they are important representatives of the current
debate on the principles of justice capable to promote the freedom and
equality ideals. The basic income of citizenship is considered coherent with
the formulated principles of justice, besides stimulating the acquisition of
the “capacities” or “freedoms” proposed by Sen.
