O conceito de Vigilância na Saúde Pública evoluiu historicamente após percorrer vários
campos da saúde até se estabelecer na atualidade como Vigilância em Saúde. Ao
aplicar-se a orientação e aprimoramento das ações em base territorial local, a vigilância
em saúde contribuiu para a reorganização do sistema único de saúde e
operacionalização de seus princípios básicos, avançando na perspectiva da
intersetorialidade e incorporação da participação popular, assim como na relação entre
processo saúde doença cuidado e condições sociais. Os presente trabalho tem por
objetivo estudar os limites e as possibilidades da vigilância em saúde num território em
transformação. O estudo teve como foco o olhar do profissional da vigilância em saúde
sobre a participação social integrada a vigilância em saúde com base no território.Tratase de uma abordagem de natureza qualitativa, onde a seleção da amostra é intencional.
As técnicas de coleta de dados utilizados foram à analise documental e entrevistas semiestruturadas. Os dados obtidos com a realização das entrevistas foram analisados pela
técnica da análise de conteúdo. Quanto aos resultados encontrados, mostraram que no
tocante a vigilância em saúde a prática está distante dos discursos oficiais e uma
dificuldade do profissional em saúde de absorver o que é participação social na
vigilância em saúde. O estudo reafirma a necessidade da incorporação da participação
popular na vigilância em saúde para a aproximação do processo saúde doença as
condições sócias.
Abstract
The concept of Public Health Surveillance historically evolved after cover various
fields. Today, can say there is a new concept, health Surveillance.
when applyed to guidance and improvement of actions on a territorial basis local, The
health surveillance contributed to the reorganization of the unified health system with
the operationalization of its basic principles, advancing in the perspective of
intersectionality and incorporation of popular participation, as well as the relationship
between health-disease process care and social conditions. The present work aimed to
study the limits and possibilities of health surveillance in a territory in transformation.
The study had as its focus the gaze of the professional of health surveillance on social
participation integrated surveillance in health based on territory. It is an approach of
qualitative nature, where the sample selection is intentional. The data collection
techniques used were the documentary analysis and semi-structured interviews. The
data obtained with the completion of the interviews were analyzed by content analysis
technique. The study reaffirms the need for incorporation of popular participation in
health surveillance for the approximation of the health-disease relationship social
conditions. As regards the results found, showed that with regard to health surveillance
practice is distant from the official speeches and has a difficulty of the health
professional to absorb what is social participation in health surveillance.
