Resumo
Essa dissertação analisa as relações de poder que se estabelecem entre cientistas tendo como cenário o campo científico, especificamente o campo da Saúde Pública. Parte-se do pressuposto que o Comitê de ética em Pesquisa (CEP) atua como instrumento de ratificação das relações de expressão de poder encontradas na academia na medida em que estabelecem critérios do campo biomédico para todas as outras
lógicas científicas, notadamente para as Ciências Sociais, que atuam a partir de paradigma outro que não o biomédico. Neste trabalho foram realizadas entrevistas com pesquisadores de uma instituição de Saúde Pública e com membros do CEP da mesma instituição com o intuito de identificar nos discursos as relações e percepções que se estabelecem no tocante à relação pesquisador- CEP, que podem influenciar que tipo de
conhecimento poderá ser produzido. Das entrevistas foram depreendidas algumas categorias, por meio de análise qualitativa, que desenvolvo nesta dissertação, a saber: CEP como instância de controle disciplinar e de vigilância; CEP como instância burocrática; Ciência e Direito; CEP e produção do conhecimento. O trabalho pretende contribuir para a reflexão sobre as atuais inadequações do CEP frente às pesquisas nãobiomédicas, apontando para a necessidade da inserção de cientistas sociais na reflexão
acerca da ética em pesquisa também no campo da Saúde Pública, somando-se à necessidade da inclusão da discussão sobre ética em pesquisa nos currículos da pósgraduação, cuidando-se para ampliar a ética para além do campo biomédico.

This dissertation analyzes the power relations established
among scientists against the backdrop of the scientific field, specifically the field of Public Health. It starts with the assumption that the Ethics
Committee (CEP) operates as an instrument of ratification of the expression of power relations found at the academy while it establishes the criteria of the biomedical field for all other scientific logic, especially for the Social Sciences, which operate under paradigms other than the biomedical. In this study, interviews were conducted with researchers from an institution of Public Health and the CEP members from the same
institution in order to identify the discourse relations that are established, and, perceptions regarding the relationship between researcher and CEP, which can have an affect on what kind of knowledge can be produced. Some categories were inferred from the interviews through qualitative analyses, namely: CEP as an instance of disciplinary
control and surveillance; CEP as bureaucratic body; science and law, CEP and production of knowledge. The work aims at contributing to the reflection on the current inadequacies of the CEP regarding non-biomedical research, pointing to the need for inclusion of social scientists in the reflection about ethics in research on the issue of Public Health, adding to the need to include discussion on research ethics in the curricula of graduate school, making an effort to extend it beyond the ethics of the biomedical field.
