As reformas legais impulsionadas pela constituição federal e mais tarde, pelas leis 8.080/90 e 8.142/90, refletiram-se na revisão dos modelos assistenciais de saúde. Assim, a gestão municipal passa a desempenhar sua função enquanto gestora dos serviços de saúde e dos trabalhadores do setor. Partindo dessa perspectiva, neste trabalho, analisou-se o processo de descentralização da gestão do trabalho na Secretaria de Saúde da Cidade do Recife no âmbito dos seus seis Distritos Sanitários, no período de 2004 a 2008. Trata-se de um estudo descritivo que recorreu à pesquisa documental. Os resultados quanto ao perfil dos gestores revelam o predomínio do sexo feminino, com faixa etária entre 30 e 60 anos e escolaridade de nível superior. Verificou-se que 66% dos gestores não têm vínculo com a Prefeitura da Cidade do Recife, exercendo apenas cargo de confiança, o que pode gerar fragilidade na continuidade da função de gestão. Observou-se ainda, uma crescente evolução do número de servidores e de unidades de saúde nos distritos sanitários, mas, por outro lado, percebe-se pouco investimento na política de gestão do trabalho, pois apesar da execução de algumas ações que buscam dar aos gestores distritais maior autonomia, estes ainda referem à falta de uma estrutura mais profissionalizada na gestão do trabalho. Portanto, o estudo demonstra a necessidade de uma política de educação permanente, mais extensiva para os gestores do trabalho, além de maiores investimentos em tecnologia de informação para os trabalhadores de recursos humanos
Abstract
The legal reforms stimulated by the federal constitution and later, laws 8,080/90 and
8,142/90, had been reflected in the revision of the assistencial models of health. Thus, the
municipal management starts to play its function as the manager of the services of health and
the workers of the sector. In this work, the process of decentralization of the work
management in the Secretary of Health of the City of Recife, in the scope of its was analyzed
six Sanitary Districts, in the period from 2004 to 2008. It is a descriptive study that appealed
to a documentary research. The results about the profile of the managers disclose the
predominance of the feminine sex, with age group between 30 and 60 years and escolarship of
superior level. It was verified that 66% of the managers do not have bond with Recife City
Hall, exerting just a position of trust, what might generate fragility in the continuity of the
management function. It was still observed, an increasing evolution of the number of servers
and units of health in the Sanitary Districts, but, on the other hand, little investment in the
politics of work management is perceived, therefore although the execution of some actions
that try to give to the district managers a bigger autonomy, they still reflect the lack of a more
professionalized structure in the work management. Therefore, the study demonstrates the
necessity of a politic of permanent education, more extensive for the work managers, beyond
bigger investments in technology of information for the workers of human resources.
