O estudo tem como objetivo descrever como se deu a interação da sociedade civil duran-te o processo de implementação da PrEP no Brasil. Para isso, foi proposto um estudo qualitativo exploratório, dividido em revisão de escopo e entrevistas semiestruturadas. Na revisão de escopo o estudo produziu dois levantamentos. O primeiro, realizado em bases de dados científicas, que possibilitou a classificação dos 51 artigos selecionados e o mapeamento de atores, espaços e documentos presentes nos artigos. No segundo, realizado nas páginas de internet oficiais de 6 organizações da sociedade civil, foi possível encontrar 57 publicações, entre boletins, cartilhas, impressos e notas de posicionamento. As entrevistas semiestruturadas realizadas com atores do governo, da sociedade civil organizada e pesquisadores, possibilitaram o registro cronológico da incorporação da PrEP no Brasil, utilizando as fases do ciclo de política para ajudar na organiza-ção do objeto de estudo. O estudo concluiu que a sociedade civil organizada esteve em intera-ção nos espaços de consulta e decisão tanto na esfera governamental quanto da pesquisa clínica. Essa interação teve diferenças no engajamento entre os movimentos sociais, e se deu por meio de promoção de debates e campanhas, de difusão e translação de informações, de ações de pres-são ao governo, além de colaboração e monitoramento das pesquisas clínicas e de ações do go-verno. O estudo ainda conclui que, o acesso à PrEP pelas populações mais vulneráveis precisa ser ampliado, e que a estrutura do serviço de saúde (falta de profissionais, dependência de médi-cos para prescrição, estigma, preconceito e moralidade no atendimento), a falta de vontade polí-tica de implementar à PrEP em estados e municípios, e as dificuldades financeiras e estruturais de ONGs, ainda são grandes barreiras.
Abstract
The study aims to describe how the interaction of civil society took place during the process of implementing PrEP in Brazil. Therefore, an exploratory qualitative study was proposed, and was divided into scope review and semi-structured interviews. In the scope review, the study produced two investigations. First investigation, carried out in scientific databases, enabled the classification of the 51 selected articles and the mapping of actors, spaces and documents present in those articles. In the second, carried out on the official websites of 6 civil society organizations, it was possible to find 57 publications, including newsletters, booklets, informative flyers and positioning notes. The semi-structured interviews performed with government actors, organized civil society and researchers, allowed to record chronologically the incorporation of PrEP in Brazil, using the phases of the policy cycle to organize the object of study. Then, the study concluded that organized civil society was in interaction in the spaces of consultation and decision in governmental and clinical research spheres. This interaction had differences in the engagement between the social movements studied, and it occurred through the promotion of debates and campaigns, the dissemination and translation of information, pressure actions to the government, in addition to collaboration and monitoring of clinical research and government actions. Also, concludes that the access to PrEP by the most vulnerable populations needs to be expanded, and that the structure of the health service (lack of health professionals, physician dependent prescription, stigma, prejudice and morality in care), lack of political will to implement PrEP in states and cities, and NGOs financial and structural difficulties, are still major barriers.
