Resumen en portugues
A tese tem por objetivo analisar as ações voltadas à saúde pública e saneamento no Maranhão,
durante a Primeira República (1889-1930), a partir da instituição da microbiologia em contexto
local. O trabalho busca compreender em que condições se fez saúde e ciência no Maranhão no
período proposto. Parte-se de uma configuração política, cultural e econômica no estado para
obter as respostas imaginadas, possíveis e viáveis para a saúde pública no período. Caracterizase os personagens e suas práticas, sobretudo os médicos que atuaram no Maranhão, situandoos em um período de instituição das ciências biomédicas e transformações ocorridas nas
políticas de saúde pública em âmbito nacional e local. Analisando a participação de agentes
locais nessa nova conjuntura e a circulação de conhecimentos e práticas entre médicos locais e
‘de fora’, especial ênfase é dada às investidas de políticos locais para a entrega da direção do
Serviço Sanitário do Maranhão a médicos do Rio de Janeiro e São Paulo, pois considerava-os
mais preparados para enfrentar as epidemias e endemias que grassavam. Essa postura remonta
a chegada da peste bubônica em São Luís (1903), doença que voltou ao estado outras duas
vezes, em 1908 e 1921. O período submetido a estudo corresponde à formação, por atores
locais, do aparato institucional em saúde pública no Maranhão, inicialmente voltado à produção
de estudos e legislação que visavam a resolução das precárias condições sanitárias da capital.
Resumen en ingles
The thesis aims to analyze the actions directed to public health and sanitation in Maranhão
State, during the Brazilian First Republic (1889-1930), from the institutionalization of
microbiology in a local context. The work seeks to understand under what conditions health
and science were produced in Maranhão during the proposed period. It starts from a political,
cultural and economic configuration in the state to obtain the imagined, possible and viable
answers for the public health in the period. The characters and their practices are characterized,
especially the physicians who worked in Maranhão, placing them in a period of
institutionalization of biomedical sciences and transformations occurred in public health
policies at national and local level. Analyzing the participation of local agents in this new
situation and the circulation of knowledge and practices among local and 'outside' doctors,
special emphasis is given to the efforts of local politicians to hand over the direction of the
Sanitary Service of Maranhão to doctors in Rio de Janeiro and São Paulo, as they considered
them more prepared to face the epidemics and endemic diseases that were raging. This posture
dates back to the arrival of the bubonic plague in São Luís (1903), a disease that returned to the
state twice in 1908 and 1921. The period under study corresponds to the formation, by local
actors, of the institutional apparatus in public health in Maranhão, initially focused on the
production of studies and legislation aimed at solving the precarious sanitary conditions of the
capital. It is also the period in which they manifested themselves as severe epidemics (smallpox
and bubonic plague), something that demanded from the public power the adoption of
emergency measures, others with more lasting perspectives, but which generally did not thrive
due to the lack of political and financial support.
