O presente trabalho discute a organização dos espaços microrregionais de saúde,
a partir do caso do Mato Grosso do Sul, mais especificamente a microrregião de
Paranaíba. A discussão de saúde à luz da regionalização, com organização por meio do
Planejamento visa otimizar os espaços microrregionais, traduzido, neste caso, no Plano
Diretor de Regionalização previsto na NOAS.
Foi utilizado um roteiro simplificado baseado nas premissas doPlanejamento
Estratégico Situacional – PES para orientar uma oficina de trabalho com gestpores da
microrregião selecionada, além de um questionário aberto aos gestores envolvidos
visando identificar os principais obstáculos (nós críticos) e propostas para a organização
da microrregião. Participaram da referida oficina os gestores e técnicos das secretarias
municipais e estadual envolvidas. Na oficina, a partir de uma adaptação simplificada do
PES, utilizaram-se a s ferramentas: frentes de ação, árvore explicativa dos problemas
(causas e conseqüências), e estratégias para superar as dificuldades.
Foram identificadas várias questões importantes: a a necessidade de melhorar a
relação dos gestores com os profissionais de saúde e o processo de educação continuada
como relevante para estruturar o sistema de saúde local; o processo de planejamento
como um dos caminhos a ser utilizado na superação das dificuldades encontradas para
organizar os espaços microrregionais de saúde, entre outras questões.
Entre estas, uma das principais consideramos uma das principais, a necessidade
de revisão da normatização (NOAS) que preconiza e organiza a regionalização em
saúde, juntamente comi a necessidade de melhorar os instrumentos para o
fortalecimento da capacidade de gestão, principalmente o processo de contratação e de
regulação do sistema de saúde. Assim, fazemos ao final uma breve discussão crítica
dessa norma, com o objetivo de colher subsídios para sua revisão.
Abstract
The present work discusses the organization of the spaces micro-organization
levels of health, starting from the case of Mato Grosso do Sul State, in Brazil, more
specifically the area of Paranaíba. The discussion of optimizing the spaces microorganization levels of health to the light of the regionalization, with organization
through the Planning, translated, in this case, in the Master plan of Regionalization
foreseen in NOAS. The workshop of Strategic Planning Situacional - SPS and
questionnaire open to the involved managers were applied as methodology of this work.
They participated at the referred workshop the managers and technicians of the
municipal and state general offices involved. The workshop counted with the simplified
application of the method SPS, approaching the action fronts preferentially, explanatory
tree of the problems - causes and consequences, and strategies to overcome the
difficulties.
They were several identified important subjects. One of the main ones was the
need of revision of the norm NOAS that extols and organizes the regionalization in
health. Another important aspect was the need to improve the instruments for the
invigoration of the administration capacity, mainly the recruiting process and of
regulation of the system.
The improvement in the managers' relationship with the professionals of health
and the process of continuous education of these it was one more identified point as
relevant to structure the system of local health. The planning process was identified as
one of the roads to be used for to overcome of the difficulties found to organize the
spaces micro-organization levels of health. Local Health System
