Na dissertação, analisa-se a participação da ferramenta Sala de Situação Conecta SUS nas ações coordenadas pela Secretaria de Estado da Saúde de Goiás (SES-GO) e Secretaria Municipal de Saúde de Goiânia (SMS-Goiânia) no combate ao Aedes aegypti no estado de Goiás – verão de 2016. Parte-se do surgimento dos novos modelos de gestão e planejamento em saúde, aí incluídas as Salas de Situação cujo número se ampliou no país a partir da reconfiguração do Estado brasileiro em 1995, durante o primeiro governo Fernando Henrique Cardoso (1995 a 1998), contexto de decisivo avanço do neoliberalismo no país. Trata-se de estudo de caráter qualitativo com base em entrevistas realizadas com representantes de órgãos das esferas estadual e municipal que participaram da Ação. Inicialmente, as entrevistas passaram por uma leitura que permitiu uma primeira exploração do material obtido e a organização e sistematização dos temas que daí emergiram. A etapa seguinte teve por objetivo estabelecer as categorias de análise do tema proposto, optando-se pela tríade proposta por Donabedian (2003), composta, pela estrutura, processo e resultado. Acredita-se que a análise empreendida poderá contribuir na tomada de decisão de gestores e formuladores de políticas públicas de saúde, não apenas no que se refere ao combate ao mosquito transmissor da dengue, mas também no enfrentamento de outras morbidades.
Abstract
The dissertation examines the participation of the Tool of Situation Conecta SUS in the actions coordinated by the State Department of Health of Goiás (SES-GO) and Municipal Health Department of Goiânia (SMS-Goiânia) in the fight against Aedes aegypti in the state of Goiás - the summer of 2016. The new models of health management and planning, including the number of rooms that have expanded in the country since the reconfiguration of the Brazilian State in 1995, during the first Fernando Henrique Cardoso administration (1995 to 1998), context of the decisive advance of neoliberalism in the country. This is a qualitative study based on interviews with representatives of state and municipal bodies that participated in the Action. Initially, the interviews went through a reading that allowed a first exploration of the material obtained and the organization and systematization of the themes that from there they emerged. The next step was to establish the categories of analysis of the proposed theme, opting for the triad proposed by Donabedian (2003), composed of structure, process and result (CARVALHO, 1998). It is believed that the analysis undertaken could contribute to the decision-making of managers and formulators of public health policies, not only in relation to the control of the mosquito transmitting Dengue, but also in facing other morbidities.
