A política de educação profissional no Brasil, ao longo de dez anos de governo conduzido pelo Partido dos Trabalhadores, tem-se pautado pela expansão fomentada diretamente pelo Estado. Não obstante, especialmente a partir de 2011, com a instituição do Programa Nacional de Acesso ao Ensino Técnico e Emprego (Pronatec), verifica-se a tendência de não se privilegiar a educação profissional técnica de nível médio, menos ainda na forma integrada, e sim a formação inicial e continuada. Vê-se, ainda, a ampliação da participação da esfera privada subsidiada pelo fundo público. Este quadro demonstra que a ampliação da oferta de educação aos trabalhadores no Brasil se ocorre predominantemente por meio de cursos baratos que, por sua vez, servem ao trabalho igualmente barato. Neste texto, além de discorrermos sobre esta política, buscaremos discutir a determinação fundamental subjacente à negação reiterada do direito à educação básica e profissional de qualidade à classe trabalhadora, na particularidade do projeto construído e mantido pela classe burguesa brasileira, de capitalismo dependente.
Abstract
Professional education policy in Brazil, over ten years of Government led by the Workers’ Party, has been ruled by the expansion encouraged directly by the State. Nevertheless, especially from 2011, with
the establishment of the National Programme for Access to Technical Education and Employment (Pronatec), there is a tendency not to focus on the technical vocational education of middle level, much less in an integrated manner, but to offer especially the initial and continuing training. See also the expansion of participation of private sphere subsidised by the public fund. This table shows that the expansion of the offer of education to workers in Brazil occurs predominantly through cheap courses which, in turn, serve to work equally cheap. In this text, in addition to the presentation of this policy, we will discuss the fundamental determination underlying the denial eiterated the right to basic and professional education with quality to the working class, on the particularity of the project built and maintained by the Brazilian bourgeois class of dependent capitalism.

La política de formación profesional en Brasil, por más de diez años de gobierno liderado por el Partido de los Trabajadores, ha sido gobernada por la expansión impulsada directamente por el Estado. Sin embargo, especialmente desde 2011, con el establecimiento del Programa Nacional para el Acceso a la Educación Técnica y Empleo (Pronatec), hay una tendencia de no concentrarse en la educación técnica vocacional de medio nivel, mucho menos en forma integral, pero si en la formación inicial y continuada. La expansión tiene también uma grand participación de la esfera privada subvencionada por el fondo público.
Esta tabla muestra que la expansión de la oferta de la educación a los trabajadores en Brasil ocurre predominantemente a través de cursos baratos que, a su vez, sirven para El trabajo igualmente barato. En este texto, además de discorrermos acierca de esta política, se discutirá la determinación fundamental subyacente a la negación reiterada de el derecho a la educación básica y profesional de la calidad a la clase obrera, en a la particularidad del proyecto de capitalismo dependiente construido y mantenido por la clase burguesa brasileña.
