Esta dissertação discute a questão do acesso aberto ao conhecimento dentro do Instituto Nacional de Cardiologia (INC), vinculado ao Ministério da Saúde, que incorpora em sua missão três eixos fundamentais para promoção da saúde cardiovascular: ensino, pesquisa e assistência, com o objetivo de formar profissionais, desenvolver e disseminar conhecimentos e tecnologias para o desenvolvimento do Sistema Único de Saúde (SUS). Enquanto um hospital de ensino (HE), o foco central deste trabalho é investigar seus espaços de produção de conhecimento com vista a contribuir com estratégias que orientem a política de Livre Acesso à Informação na Instituição. Trata-se, portanto, da identificação e categorização da tipologia do conhecimento produzido para fins da ampla disseminação para a sociedade, no âmbito do Movimento do Acesso Livre, tendo o repositório institucional (RI) como uma ferramenta que preserva a memória científica da instituição e dá visibilidade à sua produção. Identificados sob a ótica de seus profissionais, esses registros de conhecimento dão indícios claros sobre a produção intelectual da instituição e apontam para um claro vetor de adesão ao RI. Questões relacionadas aos aspectos legais e éticos da abertura desse conhecimento à sociedade reforçam o entendimento prévio registrado na literatura da área de que essas são dimensões fundamentais a serem consideradas pelas instituições quando da composição de suas políticas de abertura do conhecimento
Abstract
This dissertation discusses the issue of open access to knowledge within the National Institute of Cardiology (INC), linked to the Ministry of Health, which incorporates in its mission three fundamental axes for the promotion of cardiovascular health: teaching, research and assistance, with the objective of train professionals, develop and disseminate knowledge and technologies for the development of the SUS. As a teaching hospital (HE), the main focus of this work is to investigate its knowledge production spaces in order to contribute with strategies that guide the policy of Open Access to Information in the Institution. It is therefore, the identification and categorization of the typology of knowledge produced for the purpose of wide dissemination to society within the scope of the Open Access Movement, with the institutional repository (IR) as a tool that preserves the institution's scientific memory and gives visibility to their production. Identified from the perspective of their professionals, these records of knowledge gives clear indications about the intellectual production of the institution and point to a clear vector of adherence to RI. Issues related to the legal and ethical aspects of the opening of this knowledge to society reinforce the previous understanding recorded in the literature of the area that these are fundamental dimensions to be considered by institutions when composing their policies of opening the knowledge
