Até a criação do SUS a saúde não era direito de todos os brasileiros. O Estado focava suas ações na promoção da saúde e prevenção de doenças. Na área de recuperação da saúde a assistência era restrita aos trabalhadores de carteira assinada. Embora hoje esse direito seja garantido a todos, passados quase 23 anos de seu surgimento a população ainda não se apoderou desse sistema. No campo da comunicação esse fato está relacionado a questões como a cobertura sensacionalista dada ao setor saúde; a atenção oferecida às falas de fontes institucionais em detrimento de falas dos movimentos sociais e a busca de prevalecimento de sentidos através de práticas discursivas no universo midiático. Nesta pesquisa, o objetivo principal foi avaliar o conhecimento dos jornalistas atuantes nos principais veículos de comunicação da Região Metropolitana de Recife (PE) sobre o SUS. Os resultados mostram, entre outro dados, que a definição mais frequente dada para saúde é o bem-estar físico, mental, social, resultante de condições sociais. Direito à saúde é ter acesso a serviços de saúde. As unidades assistenciais são as mais lembradas como instâncias que formam o SUS; a maioria não atribui às três esferas de gestão governamental a responsabilidade pelo sistema e o seu financiamento. Para eles esse sistema funciona mal e a qualidade da assistência é ruim, embora afirmem não fazer uso dele. Quase todos não souberam apontar os conselhos e as conferências de saúde como ferramentas de controle social; nenhum deles avaliou conhecer bem o sistema. (A.U)
Abstract
Until Brazilian Unified Health System’s (SUS) creation, health was not a right for all
Brazilian citizens. The State focused its attention to health promotion and diseases prevention
actions. In the area of health recovery, care was restricted to formal workers. Although
presently this right has been guaranteed to all, nearly 23 years have passed and the population
has not yet taken hold of this system. In the communications field this fact is related to the
issue of sensationalist coverage of the health sector, the attention that has been given to
institutional sources to the detriment of social movements; and the prevalence of the search
for meaning through discursive practices in the media universe. In this research, the main
objective was to evaluate the knowledge of journalists working in major media outlets in the
Metropolitan Region of Recife (PE) on the SUS. The results show, among other data, the
definition most often given for good health is physical, mental, social, resulting from social
conditions. Right to health is access to health services. Care units are the most remembered as
instances that make up the SUS, most do not attribute to the three spheres of government
management the responsibility for the system and its financing. For them this system is
malfunctions and quality of care is poor, though they claim not to use it. Almost all were
unable to point out the health councils and conferences as formal tools of social control, none
of them has evaluated knowing the system well. In conclusion the journalist’s knowledge on
SUS is superficial, harming its public divulgation. To accomplish the evaluation, 18
journalists connected to radios, TVs and newspapers were randomly selected and interviewed
following a standardized checklist. The Kvale’s meanings condensation technique was
applied for data analysis and systematization; therefore, interviews were summarized, from
the participants’ speech extract from the conversations with the interviewees.
