Esta pesquisa objetivou analisar o atendimento dos Conselhos Tutelares (CT) do município de Niterói/RJ a crianças e adolescentes vítimas de violação de direitos no período de isolamento e afastamento social da pandemia do Covid-19 a partir da perspectiva dos profissionais que atuam neste serviço. Trata-se de uma pesquisa qualitativa em saúde, que se baseou na realização de entrevistas semiestruturadas com 14 profissionais, sendo 11 conselheiros e 3 profissionais da equipe técnica, que atuaram no Conselho Tutelar durante a pandemia. A análise das entrevistas parte da análise de conteúdo, modalidade temática. Os dados mostram que os Conselhos Tutelares de Niterói-RJ foram muito afetados durante a pandemia e que o seu funcionamento passou por fases. Inicialmente, houve redução no atendimento. Com a retomada gradual do atendimento, o trabalho foi impactado com a redução de profissionais, com a falta de equipamentos de proteção individual (EPI) e com a dificuldade de acesso aos envolvidos e aos órgãos do SGDCA, em especial a rede socioassistencial. A pesquisa identificou que não houve alteração na forma como as denúncias e casos chegaram aos Conselhos Tutelares. Foi identificado um preconceito social por parte de pessoas economicamente mais privilegiadas e que buscaram o CT no período da pandemia por não se considerarem público-alvo do serviço. As demandas mais atendidas foram relacionadas a conflitos familiares e educação, como a dificuldade para manter o ensino remoto. Quanto ao cenário de prática e oferta de proteção, constatou-se a intensificação da fragilidade na prestação de serviços na saúde, educação e proteção social, com a falta de políticas públicas de amparo. Ao analisar a atuação dos profissionais foi constatado que houve poucas facilidades para prestar atendimento, dentre elas o uso de tecnologia. No que se refere às dificuldades, a maioria dos problemas apontados antecede a crise sanitária, sendo de ordem estrutural e de falta de investimento, onde os profissionais esbarram na deficiência de serviços e da rede, que se encontram precarizados, impactando na proteção de crianças e adolescentes. Conclui-se que a garantia de direitos e proteção às crianças e adolescentes deve ocorrer através da implementação efetiva de políticas públicas articuladas, com oferta de serviços e fortalecimento dos equipamentos existentes.
Abstract
This research aimed to analyze the care provided by the Guardianship Councils (CT) of the city of Niterói/RJ to children and adolescents victims of violation of rights in the period of isolation and social removal of the Covid-19 pandemic from the perspective of professionals who work in this service. . This is a qualitative research in health, which was based on field semi-structured interviews with 14 professionals, 11 of whom were counselors and 3 professionals from the technical team, who worked on the Guardianship Council during the pandemic and non participant observation. The analysis of the interviews starts from the content analysis, thematic modality. The data show that the Guardianship Councils of Niterói- RJ were greatly affected during the pandemic and that their operation went through phases. Initially, there was a reduction in attendance. With the gradual resumption of service, work was impacted by the reduction of professionals, with the lack of personal protective equipment (PPE) and with the difficulty of access to those involved and to the bodies of the SGDCA, especially the social assistance network. The research identified that there was no change in the way complaints and cases reached the Guardianship Councils. A social prejudice was identified on the part of economically more privileged people who sought the CT during the pandemic period because they did not consider themselves the target audience of the service. The most attended demands were related to family conflicts and education, such as the difficulty to maintain remote teaching. As for the scenario of practice and offer of protection, it was found the intensification of fragility in the provision of services in health, education and social protection, with the lack of public policies of support. When analyzing the performance of professionals, it was found that there were few facilities to provide care, among them the use of technology. Regarding the difficulties, most of the problems mentioned precede the health crisis, being of a structural nature and lack of investment, where professionals come up against the deficiency of services and the network, which are precarious, impacting the protection of children and adolescents. teenagers. It is concluded that the guarantee of rights and protection of children and adolescents must occur through the effective implementation of articulated public policies, offering services and strengthening existing equipment.
