Água, saneamento e higiene estão entre as necessidades humanas mais básicas, e são pré-requisito para a saúde humana e desenvolvimento. Sua má gestão gera fatores de risco, especialmente em ambientes de baixa renda. O uso adequado do ambiente e a melhor gestão deste para a diminuição de impactos ambientais negativos podem ser alcançados com o desenvolvimento de pesquisas e ações que contemplem a efetiva participação dos membros das comunidades. O trabalho em questão tem como objetivos: 1) avaliar se (e como) a participação de grupos de voluntários em programa de monitoramento biológico da qualidade de rios amplia a capacidade de resolução de problemas sócio-ambientais (medidas pelas intervenções e pela ampliação do capital social) de grupos vulneráveis; 2) criar e testar um instrumento de avaliação da percepção da comunidade sobre os riscos à saúde relacionados ao uso de recursos hídricos disponíveis: 3) propor a inserção do programa de biomonitoramento das águas no conjunto de programas intersetoriais previstos e/ou articulados no Plano Brasil sem Miséria referente ao território estudado (plano municipal ou estadual); 4) gerar recomendações específicas de interesse local. O trabalho foi dividido em quatro capítulos, sendo o primeiro capítulo referente ao desenvolvimento e aplicação do programa Agente das águas de monitoramento biológico participativo em uma comunidade do município de Silva Jardim no estado do Rio de Janeiro O programa avaliou a participação da comunidade local levando a uma maior conscientização dos problemas locais perceptíveis a eles, levando a uma melhor gestão dos recursos hídricos com a participação de empresas privadas e públicas locais. O segundo capítulo aborda as considerações teóricas sobre capital social para avaliação do programa de monitoramento biológico, em suas vertentes estruturais e cognitivas. O terceiro capítulo é um estudo-piloto sobre capital social para avaliação da participação popular dentro do contexto do programa de biomonitoramento. O capítulo quatro aborda a criação de um protocolo de avaliação da probabilidade de uso recreativo de rios e sua aplicação para análise de risco. A participação de um grupo de voluntários pode ampliar seu capital social, entre os membros de um assentamento e destes com outros atores sociais, não apenas ampliando sua capacidade de atuar efetivamente na gestão dos recursos hídricos da região, como também potencializando a capacidade de enfrentamento da vulnerabilidade sócio-ambiental pela comunidade envolvida. O índice proposto possibilita integrar as variáveis que mais podem contribuir para uma avaliação integrada de condições de balneabilidade, além de identificarem aspectos estéticos das águas dos balneários, proporcionando assim uma ferramenta importante para fins de gestão, pela fácil interpretação do índice.
Abstract
Water, sanitation and hygiene are among the most basic human necessities and are preconditions for humans’ health and development. The poor management of those necessities creates risk factors, especially in low-income communities. Environment’s proper use and improved management aiming at the reduction of negative environmental impacts can be accomplished through research development and actions which involve effective participation of the community members. This analysis intends to assess whether (and how) volunteer groups’ participation in a biological monitoring program of the quality of rivers heightens vulnerable groups’ ability to solve socioenvironmental issues (measured by interventions and by the expansion of social capital), in addition to create and test an assessment instrument applied to analyse the community’s view on the possible health risks involved in the misuse of available water resources and, furthermore, propose the inclusion of the waters’ biomonitoring program in the group of envisaged and/or ongoing cross-sectoral programs in the Plano Brasil sem Miséria regarding the studied territory (municipal or state level plan), so as to generate specific guidelines of local interest. The present analysis has been divided into four chapters, the first chapter being on the development and application of the program named Agente das águas de monitoramento biológico participativo in a community from the Silva Jardim municipality in the state of Rio de Janeiro. The program analysed the local community’s participation, leading to a greater awereness of the local problems perceived by them and, moreover, to an improved management of water resources with the participation of local private and public companies. The second chapter covers the theoretical discussions on social capital which are relevant for the assessment of the biological monitoring program, in terms of the structural and cognitive interpretations of that concept. The third chapter is a pilot study on the use of social capital in the assessment of a given community members’ participation within the biomonitoring program context. Chapter four addresses the elaboration of a protocol for assessing the probability of using rivers for recreational purposes and its application for risk analysis. The active participation of a volunteer group can increase its social capital, among the members of a settlement and of these with other social actors, not only broadening their capacity to act effectively in the local management of water resources, but also enhancing the ability of the community involved to tackle their socioenvironmental vulnerability. The proposed index allows for integrating the variables that can better contribute to a unified assessment of bathing conditions, besides identifying aesthetic aspects of the balnearies’ waters, thus providing an important instrument in terms of management goals, due to the easy interpretation rendered by the index.
