Abstract in Portuguese | Trata-se de uma pesquisa avaliativa baseada em teoria, que objetivou avaliar a implantação da Vigilância Alimentar e Nutricional (VAN) na Atenção Primária à Saúde (APS) em municípios de pequeno porte populacional, do estado de Minas Gerais. O Modelo Lógico Teórico (MLT) elaborado para descrever a intervenção foi validado junto a um grupo de especialistas utilizando-se a técnica de consenso Delphi. A seguir, foi avaliada a implantação da VAN na APS em municípios com menos de vinte mil habitantes. Metodologia: foram utilizados métodos mistos de investigação: análise de dados secundários, análise documental, entrevistas semiestruturadas e observação direta, para descrição da intervenção e avaliação da implantação. O desenho consistiu em um estudo de casos múltiplos com dois níveis de análise, que envolveu as esferas local e regional de gestão do Sistema Único de Saúde. A seleção dos casos seguiu a lógica de replicação literal e buscou bons resultados de execução da VAN na APS. Foram selecionados dois municípios localizados geograficamente nas regiões nordeste e sul do estado. O nível de implantação foi definido a partir da elaboração da matriz de análise e julgamento, que explicitou os critérios adotados na avaliação, que considerou a dimensão acesso e as subdimensões disponibilidade, adequação e cobertura, e foram organizados a partir da racionalidade da tríade estrutura-processo-resultado. Os critérios e indicadores definidos orientaram a análise de conteúdo do material coletado. Resultados: a VAN foi considerada parcialmente implantada nos dois municípios estudados (61,5 por cento). A estrutura foi o aspecto melhor avaliado. Nos processos foram identificados avanços ao planejamento administrativo e na gestão e organização das práticas, mas limitações importantes quanto ao planejamento estratégico e monitoramento e avaliação das práticas permanecem como desafios para avançar na ampliação da vigilância alimentar e nutricional, como verdadeiro instrumento de monitoramento e avaliação de políticas públicas de Segurança Alimentar e Nutricional. | pt_BR |

Abstract | This is a theory-based evaluative research aimed at evaluating the implementation of Food and Nutrition Surveillance (VAN) in Primary Health Care (PHC) in small towns in the state of Minas Gerais. The Theoretical Logical Model (MLT) developed to describe the intervention was validated with a group of experts using the Delphi consensus technique. Next, the implementation of VAN in APS was evaluated in municipalities with less than twenty thousand inhabitants. Methodology: Mixed methods of investigation were used: analysis of secondary data, documentary analysis, semi-structured interviews and direct observation, to describe the intervention and evaluation of the implantation. The design consisted of a multiple case study with two levels of analysis that involved the local and regional spheres of management of the Unified Health System. The selection of the cases followed the logic of literal replication and sought good results of execution of the VAN in the PHC. Two municipalities were selected geographically located in the northeast and south of the state. The level of implementation was defined based on the elaboration of the matrix of analysis and judgment, which explained the criteria adopted in the evaluation, which considered the access dimension and the sub-dimensions availability, adequacy and coverage, and were organized from the rationality of the triad structure-process-result. The criteria and indicators defined guided the content analysis of the collected material. Results: VAN was considered partially implanted in the two municipalities studied (61.5 percent). The structure was the best evaluated aspect. Progress in administrative planning and management and organization of practices was identified in the processes, but important limitations on strategic planning and monitoring and evaluation of practices remain as challenges to progress in the expansion of food and nutritional surveillance, as a true tool for monitoring and evaluating public policies of Food and Nutrition Security. | pt_BR |
