Alguns países têm perdido até 50% da sua capacidade hospitalar em decorrência
de eventos extremos. Aproximadamente 67% das instalações de saúde da América Latina
e do Caribe localizam-se em áreas propensas a desastres (OPAS, 2012). Considerando as
condições de vulnerabilidade de muitos municípios, esses desastres constituem uma
ameaça à saúde pública. Se o próprio setor saúde é vulnerável, um determinado evento
pode afetar a vida de mais pessoas, tanto trabalhadores e usuários que estão nos
estabelecimentos de saúde no momento, se estes estão localizados em áreas de risco,
como comprometendo a sua capacidade de resposta aos impactos deste evento na saúde
da população.
No Brasil, a região sudeste é uma das que mais sofrem com as adversidades
atmosféricas. Nesta região, a Região Serrana do Rio de Janeiro sofreu, em 2011, um dos
maiores “desastres naturais” já ocorridos no país, no qual o município de Nova Friburgo
foi um dos mais afetados e registrou o maior número de óbitos. Segundo Relatório da
Sala de Situação, do Ministério da Saúde, onde consta uma avaliação dos
estabelecimentos de saúde da região, em 2011, 92,3% dos estabelecimentos de saúde de
Nova Friburgo estavam em áreas de risco de inundação e/ou deslizamento, foram
afetados, ou estavam funcionando de maneira precária.
Através da coleta de coordenadas geográficas dos estabelecimentos de saúde do
município, e do cruzamento destes dados com dados de suscetibilidade a inundação e
deslizamento, o presente estudo mostra que 70,9% dos estabelecimentos de saúde de
Nova Friburgo, e 100% dos leitos que atendem ao SUS no município, estão nas mesmas
áreas de risco de inundação e/ou deslizamento, mesmo passados 7 anos do desastre de
2011. Através de entrevistas com profissionais de saúde e gestores do município, observase que não foram tomadas medidas suficientes, estruturais e não-estruturais, voltadas para
a redução da vulnerabilidade do setor saúde no município.
O “Marco de Sendai” para a “Redução do Risco de Desastres” (2015-2030)
considera as mudanças climáticas como um dos fatores que geram risco de desastres, e
nos alerta para uma frequência e intensidade cada vez maior nos eventos (EIRD, 2015).
O mesmo marco reconheceu a saúde como um contribuinte chave e beneficiário para o
processo de redução do risco de desastres (BANWELL et. al., 2018). Desta forma,
relacionar as agendas da Redução do Risco de Desastres e da Adaptação às Mudanças Climáticas com a Saúde pode proporcionar potencialidades para as ações dessas agendas
e curto, médio e longo prazo.
Abstract
Some countries have lost up to 50% of their hospital capacity as a result of extreme
events. Approximately 67% of health facilities in Latin America and the Caribbean are located
in disaster-prone areas (PAHO, 2012). Considering the vulnerability of many municipalities,
these disasters pose a threat to public health. If the health sector itself is vulnerable, a given
event can affect the lives of more people, both workers and users who are in health facilities at
the moment, if these are located in areas at risk, as compromising their ability to respond to
impacts of this event in the health of the population.
In Brazil, the southeast region is one of the most affected by atmospheric adversities.
In this region, the mountainous region of Rio de Janeiro suffered one of the largest "natural
disasters" in the country in 2011, in which the municipality of Nova Friburgo was one of the
most affected and recorded the highest number of deaths. According to a report from the
Ministry of Health, which includes an evaluation of health facilities in the region, in 2011,

Through interviews with health professionals and managers of the municipality, it is observed
that insufficient measures were taken, structural and non-structural, aimed at reducing the
vulnerability of the health sector in the municipality.
The Sendai Framework for Disaster Risk Reduction (2015-2030) views climate change
as one of the risk factors for disaster and alerts us to an increasing frequency and intensity of
events (ISDR, 2015). The same framework recognized health as a key contributor and
beneficiary to the disaster risk reduction process (Banwell et al., 2018). In this way, relating the
agendas of Disaster Risk Reduction and Adapting to Climate Change with Health can provide
potential for the actions of these agendas in the short, medium and long term.
