Abstract in Portuguese | O tema do presente estudo teórico é redução de danos e cidadania. Situado em
contexto adverso de “guerra às drogas” e do proibicionismo sob égide neoliberal, buscamos
resgatar princípios importantes da Reforma Psiquiátrica para defesa dos cidadãos que fazem
uso de álcool e outras drogas, na perspectiva da redução de danos. Sob o marco legal da
Reforma Psiquiátrica Brasileira, o estudo objetivou analisar como os documentos oficiais de
governo e artigos científicos brasileiros, situados no campo da redução de danos, abordam a
temática da cidadania. A revisão documental revelou a importância da indução
governamental para a mudança na lógica de atenção nos dispositivos de saúde, especialmente
após criação da Política Nacional de Atenção Integral aos Usuários de Álcool e outras drogas
do Ministério da Saúde no ano de 2003, que incluiu a redução de danos enquanto método
clínico-político e norteador da atenção integral aos usuários. A partir de 2012, vimos ressurgir
documentos oficias que redirecionam o cuidado em instituições asilares. A nova Política
Nacional sobre Drogas, promulgada em 2019, reafirma uma política proibicionista e propõe a
abstinência como lógica exclusiva de tratamento, ignorando a concepção de redução de danos.
A revisão da literatura evidenciou que há imprecisão do conceito de redução de danos, que
aparece denominada como: estratégia, abordagem, método, política pública, política de saúde,
dentre outras. Nossa pesquisa evidenciou que há múltiplos modos de descrever e caracterizar
a redução de danos no Brasil e estes estão interligados aos aportes teóricos envolvidos neste
campo. Esta multiplicidade foi apresentada através de três prismas categóricos: prisma do
pragmatismo, da humanização e da emancipação. Os resultados demonstram que a redução de
danos nasceu com crivo mais pragmático e ganhou contornos mais complexos, trazendo
consigo características de um cuidado ético e humanizado, além do debate das consequências
do proibicionismo e “guerra às drogas” em prol de uma política de drogas democrática e de
um cuidado emancipatório. Nenhum documento oficial e artigo científico conceitua
cidadania. O termo, quando presente, aparece com critérios que se aproximam de “reinserção
social”, acesso a direitos sociais, civis e humanos. A pesquisa teórica revelou que a redução
de danos é um método de cuidado que pode ser propulsor de cidadania a uma população
historicamente estigmatizada, principalmente em um momento de grande regressão dos
direitos que visam garantir a cidadania da população. | pt_BR |

Abstract | The subject of the present theoretical study is harm reduction and citizenship. Situated in an
adverse context of "drug war" and of prohibitionism under the neoliberal aegis, we search to
redeem the important principles of the Psychiatric Reform used to protect the people who
consume alcohol and other drugs, in the perspective of harm reduction. Under the legal mark
of the Brazilian Psychiatric Reform, the study has the objective of analyze how official
documents of the government and brazilian scientific articles, in the field of harm reduction,
approach the citizenship subject. The documentary review unravel the importance of the
governmental induction for the change of approach when it comes to the health devices,
especially after the creation of the National Policy of the Comprehensive Care to the Users of
Alcohol and Other Drugs by the Health Ministry in the year of 2003, that included the harm
reduction as clinician-politician method and guide of the comprehensive care to the users.
Since 2012, we have seen a resurgence of official documents that redirect care to the asylum
institutions. A new National Drug Policy, promulgated in 2019, reaffirms a prohibitive policy
and proposes abstinence as an exclusive treatment strategy, ignoring the concept of harm
reduction. The literature review evidences the imprecision of the concept of harm reduction,
which appears as strategy, approach, method, public policy, health policy, among others. Our
research shows multiples ways of describing and characterizing harm reduction in Brazil and
these are interconnected to the theoretical contributions involved in this field. This
multiplicity was based on three categorical prisms: Prism of pragmatism, humanization and
emancipation. The results showed that the harm reduction was born with more pragmatic
patterns and more complex outlines, bringing with it characteristics of ethical and humanized
care, as well as the debate on the consequences of prohibitionism and the "war on drugs" in
favor of a democratic policy on drugs and emancipatory care. There is no official document
and scientific article that conceptualize citizenship. The term, when present, appears with the
meaning of "social reintegration", access to social, civil and human rights. The theoretical
investigation reveals that harm reduction is a method of care that can be used in a historically
stigmatized population, mainly in a moment of major setback of rights that aim to guarantee
