Abstract in Portuguese | O estado de Pernambuco, em 2015, instituiu a Política Estadual de Saúde Integral de Lésbicas,
Gays, Bissexuais, Travestis e Transexuais (PESILGBT) como resposta a demandas destes
grupos sociais. Consideraram-se nesta pesquisa os seguintes questionamentos norteadores:
como estão incorporados os problemas de saúde da população LGBT na PESILGBT? Como
estão inseridos os eixos de atuação referentes a PESILGBT nos Instrumentos de Gestão? Há
viabilidade financeira para a sua implementação? Realizou-se um estudo de caso, através de
análise documental e análise de conteúdo dos Instrumentos de Gestão: Plano Estadual de Saúde;
Programações Anuais de Saúde, e Relatórios Anuais de Gestão. Dentre os grupos sociais LGBT,
evidenciou-se a maior inserção de ações de atenção à saúde direcionadas à travestis e
transexuais, demonstrando o aumento da visibilidade desses grupos no contexto das políticas
públicas de saúde em Pernambuco. No entanto, também se observou a perpetuação da
invisibilização de mulheres lésbicas e bissexuais neste mesmo contexto. Em relação as
abordagens em educação em saúde como estratégias de mudança da prática profissional,
expressou-se o compromisso institucional da Secretaria Estadual de Saúde de Pernambuco com
a eliminação do preconceito e a discriminação por orientação sexual e identidade de gênero na
rede estadual de saúde, sendo esse um dos principais entraves da assistência à saúde. Concluiu-
se que no contexto atual de reemergência da ideologia neoliberal, onde não há prioridade às
políticas de equidade, a PESILGBT atua como um instrumento institucionalizado de
fortalecimento ao direito à saúde dos grupos sociais LGBT. | en_US |

Abstract | The State of Pernambuco, in 2015, instituted the State Policy on Integral Health of Lesbian,
Gay, Bisexual, Transvestite and Transsexual (PESILGBT) in response to the demands of these
social groups. Thus, the following guiding questions were considered: how are the health
problems of the LGBT population incorporated into PESILGBT? How are the axes of action
related to PESILGBT inserted in the Management Instruments? Is there financial feasibility for
its implementation? A case study was carried out through documentary analysis and content
analysis of the Management Instruments: State Health Plan; Annual Health Programs, and
Annual Management Reports. Among the LGBT social groups, it was evidenced the greater
insertion of health care actions directed at transvestites and transsexuals, demonstrating the
increase in the visibility of these groups in the context of public health policies in Pernambuco.
However, the perpetuation of the invisibility of lesbian and bisexual women in this same context
was also observed. Regarding approaches in health education as strategies to change
professional practice, the institutional commitment of the State Department of Health of
Pernambuco was expressed with the elimination of prejudice and discrimination based on
sexual orientation and gender identity in the state health network, this being one of the main
obstacles to health care. It was concluded that in the current context of reemergence of
neoliberal ideology, where there is no priority to equity policies, PESILGBT acts as an
institutionalized instrument to strengthen the right to health of LGBT social groups. | en_US |
