O Embora o paradigma evolucionista ainda ofereça contribuições normativas relativamente reduzidas em oposição à ortodoxia neoclássica , seu desenvolvimento analítico oferece um amplo leque de possibilidades para a política econômica, colocando-se a necessidade de avançar em seus desdobramentos. Com esta perspectiva, o trabalho parte de uma discussão metodológica do espaço da política como uma mediação entre teoria e realidade, procura definir as principais (e mais abrangentes) instituições capitalistas envolvidas na ação pública e culmina com uma apreciação do papel do Estado nas forças dinâmicas evolucionistas de busca e de seleção de inovações que estão por trás dos processos de desenvolvimento das
economias nacionais.
Abstract
Although the evolutionary paradigm still has few normative elements
— as opposed to neoclassical orthodoxy — the analytical development of the latter
offers a wide array of possibilities to tackle policy issues and points to a need to de-
velop those normative elements. With that purpose in mind, the article starts from
a methodological discussion of policy as a mediation between theory and reality,
seeks to define the main capitalist institutions involved in public action, and culmi-
nates in an appreciation of the State role in the evolutionary dynamic forces of in-
novation searching and selecting that are behind the processes of development of
national economies.
