Apesar dos avanços significativos no âmbito dos direitos sociais com a Seguridade Social no Brasil após Constituição Nacional de 1988 ainda há muitos desafios na sua consolidação enquanto Sistema. O presente trabalho aborda a política de assistência social nos marcos da Seguridade Social Brasileira e os desafios para sua consolidação enquanto política pública não-contributiva, garantidora de direitos a quem dela precisa, direito de cidadania e dever do Estado. Nos marcos da Política Nacional de Assistência Social é preconizado o organização da assistência social, definindo co-responsabilidades no financiamento da política nas três esferas de governo, descentralização político-administrativa, e a oferta de benefícios, programas e serviços de forma ordenada por níveis de complexidade e continuada enquanto Sistema Único de Assistência Social - SUAS. Diante destes desafios o presente plano de intervenção visa atuar na Política de Assistência Social no Município de Olinda, mais especificamente no âmbito da média complexidade no Centro de Referência Especializado de Assistência Social CREAS, no qual foi realizado um diagnóstico prévio dos problemas enfrentados em nível de gestão e propondo ações, estratégias e metas para os agentes públicos responsáveis por esta política objetivando reordenar o funcionamento do referido serviço nos marcos legais do Sistema Único de Assistência Social - SUAS
Abstract
Despite of significant advances in social rights with Social Security in Brazil after the
1988 Constitution, there are still many challenges on its consolidation as System.
This work analyzes the social assistance policy in the beginning of the Brazilian
Social Security and the challenges to its consolidation as a non-contributory public
policy that guarantees the rights of those who need it, a citizen's right and duty of the
State. In the beginning of the National Policy for Social Assistance, it is professed the
organization of social assistance, defining co-responsibilities in financing of the policy
in municipal, state and federal governments, in political and administrative
decentralization, and the offer of benefits, programs and services organized by levels
of complexity and that is continued as Unified System for Social Assistance (SUAS –
Sistema Único de Assistência Social. Faced with these challenges, this intervention
plan aims to act in Policy for Social Assistance in the city of Olinda, more specifically
in medium complexity area in Social Assistance Specialized Reference Centers -
CREAS, where a prior diagnosis of the problems faced in level management was
performed, it was proposed actions, strategies and goals for public servants
responsible for this policy, aiming to reorganize the operation of that service in the
legal scope of the Unified System for Social Assistance (SUAS).
