O SUS é o sistema formulado pelo Movimento da Reforma Sanitária na VIII CNS realizada em 1986, que se tornou, com a promulgação da Constituição de 1988 (BRASIL, 1988), a Política de Saúde do Estado brasileiro, e como tal, um elemento de legitimação da democracia burguesa (STOTZ, 2003). Em termos legais e normativos o SUS comporta simultaneamente orientações do Projeto da Reforma Sanitária - PRS e do Projeto Neoliberal em Saúde (PNS) (MENDES, 1995, 2001). Entretanto, mesmo com essas ambigüidades o SUS se constitui o lugar de permanente possibilidade de realização e fortalecimento dos princípios do PRS, ou seja, dos interesses públicos, contra os interesses mercantilistas do PNS. Dentre os princípios do Projeto da Reforma Sanitária destacamos o de capacitação e reciclagem permanentes para os trabalhadores do SUS como marco referencial para a recomendação do Estado assegurar uma Política de Formação e Desenvolvimento dos Trabalhadores do SUS. A formulação da atual Política de Educação Permanente em Saúde - EPS foi consolidada dentro de uma conjuntura de vitórias do PNS, porém nesta conjuntura as vitórias do PNS foram arrefecidas a partir de 2003 com a inflexão do processo neoliberal. Esse acontecimento terminou por se constituir no condicionante geral de formulação da EPS, visto que, esta enquanto constituinte do SUS, e este pela necessidade de investimentos, financeiros e tecnológicos, precisava de uma ação política de governo favorável ao desenvolvimento das Políticas Sociais, dentre as quais, a de Saúde. Foi possível demonstrar neste estudo por meio da abordagem discursiva utilizada, o argumento de que a EPS é uma formulação na qual se encontram os dizeres - o interdiscurso - do PRS e da EP, propiciados por quatro condicionantes: Condicionante específico I. O desdobramento do relatório final da VIII CNS no aporte jurídico do SUS. Condicionante específico II. A ação institucional do Ministério da Saúde no período de 2003 a 2005. Condicionante específico III. Abertura à operacionalização do princípio de capacitação e reciclagem permanentes do PRS, sendo um geral e três específicos, dispostos em uma mesma conjuntura
Abstract
The SUS is a system formulated by the Health Care Reform activity in the VII CNS in
1986, which became, with the promulgation of the 1988’s Constitution (BRASIL,
1988), the Health Politician of Brazilian State, and as such, a legislation element of
the bourgeois democracy (STOTZ, 2003). In legal and prescriptive terms the SUS
contains both of the Health Care Reform Project (Projeto da Reforma Sanitária –
PRS) and the Project Neoliberal in Health (Projeto Neoliberal em Saúde – PNS)
(MENDES, 1995, 2001). However, even with these ambiguities of the SUS consisting
of a place with permanent possibility of realization and strengthening of the PNS’s
principles, in other words, publics interests, against PNS’s mercenary interests.
Among the principles of the Health Care Reform Project can be highlighted the
capacitating and the permanents recycling for the workers of the SUS as a landmark
reference to the State recommendation secure a Development and Training Politician
of SUS’s workers. The formulation of the Permanent Education Politician in Health
(Política de Educação Permanente em Saúde – EPS) was consolidated in a victory
situation of the PNS, but in this situation the PNS’s victories stated to go down in
2003 with an inflexibility of the neoliberal process. This knowledge ended it
construction in the general conditioner of EPS’s formulation, as commented it is a
part of SUS, and all SUS’s technologies and financial necessities needed a political
government action, interested in Social Politics, among them, Health Politics. It was
possible demonstrate in this study using an approach speaking, the argument that
the EPS is a formulation that can be found the saying - Interdicted - of PRS and EP,
favorable to four conditioners: Specific Conditioner I. The ramification of the VII
CNS’s final report in the SUS’s juridical docking. Specific conditioner II. The
Institutional Ministry of Health actions between 2003 and 2005. Specific conditioner
III. Liberalization for the operationally principle of PRS’s capacitating and permanent
recycling, it is about three specifics, arranged in the same situation.
