Objetivou-se buscar na literatura os desafios da gestão participativa com a valorização social nas
diversas instâncias deliberativas do SUS na última década. Trata-se de uma revisão integrativa de
literatura, realizou-se a busca nas bases de dados BVS e SCIELO. Para avaliação do rigor
metodológico dos estudos incluídos foi utilizado o instrumento adaptado do Critical Apppraisal
Skills Programme (CASP) – Programa de habilidades em leitura crítica, integrante do “Public
Health Resource Unit” (PHRU). Buscando sistematizar a analisa dos resultados optou-se por
categorizar as esferas de gestão participativa abordadas nos artigos, reunindo os desafios
encontrados e apontando sua incidência em cada esfera. Considerando que o SUS possui como
matriz ideológica a gestão participativa, ancorada na participação social como princípio
organizativo do sistema, a presente pesquisa traz implicações importantes visto que evidencia os
principais desafios para consolidação da gestão participativa com real poder deliberativo social no
SUS nos últimos dez anos, dando subsídio à formulação de novas estratégias para supera-los tanto
no âmbito cientifico como na prática da gestão em saúde.
Abstract
The objective was to search in the literature the challenges of participatory management with
social valorization in the various deliberative instances of SUS in the last decade. This is an
integrative literature review, the search of the BVS and SCIELO databases was carried out.
To assess the methodological rigor of the included studies, the instrument adapted from the
Critical Appraise Skills Program (CASP) - Critical Reading Skills Program, part of the Public
Health Resource Unit (PHRU) was used. Aiming to systematize the analysis of results, we
chose to categorize the participatory management spheres addressed in the articles, gathering
the challenges encountered and pointing out their incidence in each sphere. Considering that
SUS has as its ideological matrix participatory management, anchored in social participation
as an organizational principle of the system, this research has important implications since it
highlights the main challenges for the consolidation of participatory management with real
social deliberative power in SUS over the last ten years , giving support to the formulation of
new strategies to overcome them both in the scientific scope and in the practice of health
management.
