Tem como objetivo geral auxiliar os municípios na busca de soluções para os seus problemas ambientais, com ênfase nas questões relacionadas ao saneamento, através do relato de experiências realizadas em outros municípios que propuseram soluções para os seus problemas ambientais baseados na estratégia de Atenção Primária Ambiental (APA) promovida pela OMS/OPAS (1998). Utilizou-se como metodologia pesquisa bibliográfica e pesquisa de campo com visitas a municípios no Estado do Espírito Santo, que utilizam essa estratégia, a fim de conhecer o trabalho que estão realizando e fazer uma discussão sobre esse tema que utiliza a participação da população na promoção de ações de saúde e meio ambiente com o objetivo de melhorar a qualidade de vida dos cidadãos. Será mostrada a importância da criação dos Centros de Atenção Primária Ambiental (CAPA), e dos Eco-clubes que são unidades operativas que tem a finalidade de orientar, auxiliar e participar junto com a população de ações para melhorar a qualidade de vida de uma comunidade. Também serão vistos trabalhos educativos que tiveram o objetivo de informar, esclarecer e conscientizar as pessoas sobre diversos problemas encontrados na sua cidade, principalmente aqueles relativos ao meio ambiente, e como se buscaram soluções em que elas próprias participaram de forma organizada. Acredita-se que conhecendo experiências bem sucedidas em comunidades cujo processo tenha tido a participação popular, estas, certamente, poderão servir como incentivo a governos locais e a populações para que juntos possam buscar as possíveis soluções para os seus problemas ambientais.
Abstract
This dissertation has as general objective to assist the municipal districts in the search of solutions for their environmental problems, with emphasis in the subjects related to the sanitation, through the report of experiences accomplished in other municipal districts that proposed solutions for their environmental problems based in the strategy of Environmental Primary Attention (APA) promoted by OMS/OPAS (1998). It was used as methodology researches bibliographical and field research with visits to municipal districts in Espírito Santo State, which uses that strategy, in order to know the work that they are accomplishing and to do a discussion on that theme that uses the participation of the population in the promotion of actions of health and environment with the objective of improving the quality of the citizens' life. The importance of the creation of the Centers of Environmental Primary Attention (CAPA) will be shown, and of the Echo-clubs that are operative units that has the purpose of guiding, to aid and to participate with the population of actions to improve the quality of a community's life. There will also be seen educational works that had the objective of informing, to explain and to become aware the people on several problems found in the city, mainly those relative ones to the environment, and as solutions were looked for when they participated in organized form. It is believed that knowing experiences well happened in communities whose process has had the popular participation, certainly can serve as incentive to local governments and populations so that together they can look for the possible solutions for their environmental problems.
