Abstract in Portuguese
O setor saúde conta com um acervo invejável de registros
administrativos e epidemiológicos, coletados e disponibilizados para
acesso público, cobrindo as mais variadas áreas de atenção à saúde
pública, contribuindo de forma decisiva para o processo de gestão,
planejamento e controle social no SUS.
Uma das preocupações dos gestores da saúde, em relação a
esse acervo de registros, relaciona-se com as possibilidades de maior
aproximação entre o momento em que os eventos em saúde ocorrem e o
processo de tomada de decisão. A investigação do teor dessas
possibilidades conduziu este estudo a analisar as potencialidades das
Tecnologias da Informação como uma das reais alternativas para
solucionar parte dessas preocupações.
O campo de abrangência deste estudo está relacionado com a
gestão do Sistema de Informações sobre Mortalidade (SIM) e do Sistema
de Informações sobre Nascidos Vivos (SINASC) que se processa na
Secretaria Estadual de Saúde do Rio de Janeiro. Assim, a análise das
possibilidades de uso das Tecnologias de Informação vinculou-se àquelas
que possam contribuir para agilizar o processo de registro de óbitos e
nascidos vivos e favorecer a aproximação efetiva entre o tempo de acesso
a esses dados e o planejamento e tomada de decisão que ocorrem
naquela Secretaria.
Abstract
The healthy department counts with an envyble pile of
administrative and epidemics registers collected and available for the public
access, covering the most variable areas of public health attention,
contributing in a decisive way for the progress of the management, planning
and social control at SUS.
One of the health manager’s worries, related to this pile of
registers, is related with possibilities of high approximation between the
moment that the health events are going through and the decision outlet
process. The investigation of the content of these possibilities make for this
studding to analyze the potentially of the Information Technologies, as one
of the real alternatives to solve part of these worries.
The inclusion field of this study is related with the system
information of Mortality management and the system information about live
births, that process at the Secretariat Region the healthy of Rio de Janeiro.
This way, the analyze of the use of information technologies possibility it
entailed to those, that can contribute to hasten the death’s register and live
births´s process, and favor the effective approximation between the time of
access of these data, the planning and decision outlet process that occur in
that Secretary.
