Esta dissertação consiste na análise das bases, pressupostos, objetivos, formas, representações, tensionamentos e conquistas da Articulação Nacional de Movimentos e Práticas de Educação Popular e Saúde do Rio de Janeiro (ANEPS-RJ). Toma-se como objeto o processo de construção da ANEPS-RJ, mediante o estudo de observações, relatórios, documentos, mensagens via correio eletrônico e entrevistas feitas com seis atores-chave da Articulação, entendidos como tais por terem suas histórias de vida marcadas pelo empenho em concretizar articulações de Educação Popular e Saúde (EPS), cuja participação no movimento não se restringe ao momento atual. A pesquisa buscou identificar quais são os atores efetivamente envolvidos na construção da ANEPS-RJ e como os mesmos pensam a Articulação, além de discutir o conjunto de idéias que viabiliza a construção da ANEPS-RJ e sua relação com a política de Saúde no contexto do SUS. Por meio das escolhas teórico-metodológicas feitas, foi possível perceber que o movimento de EPS se reinventa, de modo a constituir um novo espaço de luta: a ANEPS-RJ; no qual políticas culturais são praticadas, antigas utopias igualitárias são reiteradas e intelectuais se destacam como os protagonistas desse processo, que tenta influenciar as políticas de Saúde. Contribui-se para a reflexão sobre a EPS e o papel dos movimentos sociais nas políticas de saúde.
Abstract
This thesis consists in the analysis of the bases, objectives, forms, representation, and conquests of Articulation National of the Movements and Pratices of Popular Education and Health in Rio de Janeiro (ANEPS-RJ). The process of ANEPS’ construction by observation studies, reports, documents, e mail messages and interviews made with key actors of the Articulation shows their persistence in fighting to materialize popular education in the health field, whose participation in the movement is not restricted to the current moment. The research looked for identifying which actors are effectively involved in the construction of ANEPS and how they think about the Articulation, beyond arguing the ideas that make the ANEPS’ construction possible and its relation with the Health Policy in the context of SUS. By the therorical and methodological approach done, it was possible to see that the movement of popular education was “re-invented” in order to constitute a new space of struggle: a ANEPS- RJ; that´s where the cultural policies are made, the old igualitary utopias are reiterated and intellectuals are detached as protagonists of this process, who try to influence the Health policies. This thesis has the objective of contributing to the reflection about Popular Education in the Health field and the importance of social movement in the construction of health policies.
