Este trabalho apresenta um Sistema de Informações Geográficas (SIG) com a finalidade de subsidiar os gestores da hemorrede pública estadual na tomada de decisões sobre a possível relocação das unidades existentes, instalação de novas unidades, definição de locais para coletas externas, dimensionamento da estrutura física e logística de funcionamento. O trabalho teve como principal foco de estudo, as unidades hemoterápicas públicas instaladas no interior do estado de Pernambuco e suas interações com as unidades assistenciais de saúde. O período de levantamento dos dados foi de 2006 a 2008. Foram abordadas as seguintes variáveis: (1) Estrutura física e organizacional das unidades hemoterápicas; (2) Coordenadas geográficas das unidades hemoterápicas e assistenciais de saúde; (3) Município de residencia dos doadores de sangue; (4) Perfil dos doadores de sangue segundo faixa etária e sexo; (5) Quantidade de bolsas coletadas pelas unidades hemoterápicas; (6) Capacidade operacional das unidades hemoterápicas; (7) Malhas rodoviárias, federal e estadual. Também foram analisados os dados relativos à categorização das unidades quanto ao porte (Hemocentro, Hemonúcleo e Agência Transfusional). O sistema de informações desenvolvido mostrou-se eficaz na coleta de dados e geração de informações, dentre elas: capacidade operacional dos hemocentros e hemonúcleos; perfil dos doadores quanto ao sexo; perfil dos doadores quanto à faixa etária e município de residência; localização geográfica das unidades hemoterápicas e assistenciais de saúde. Também mostrou que apenas as unidades hemoterápicas de Caruaru, Garanhuns e Petrolina, atendem ao perfil de Hemocentro Regional, conforme preconiza a Agência de Vigilância Sanitária (ANVISA), enquanto que as outras cinco unidades seriam melhores categorizadas como agências transfusionais. A visualização geográfica através do SIG mostrou que as localizações das unidades de coletas satisfazem as exigências de acesso por encontrarem-se próximas aos centros urbanos, linhas de ônibus e principais rodovias. Ficou patente que as unidades apresentam uma baixa produção em virtude do reduzido período de funcionamento. Com exceção de Recife e Caruaru, as demais unidades apresentam menos de quatro horas diárias de funcionamento. Por fim, o sistema de informações desenvolvido mostrou-se capaz de fornecer subsídios de forma rápida e eficaz para a tomada de decisões quanto à readequação da hemorrede estadual e definição de estratégias para incursões em coletas externas .
Abstract
This paper presents a Geographic Information System (in Portuguese Sistema de Informação Geográfica - SIG), whose finality is to provide support for the administrators of the public state network of blood collection and transfusion (in Portuguese Hemorrede), concerning their decision making process on the possibility of relocating the existing units, the installation of new units, definitions of places for external collections, measurement of physical structure and logistics of operation. The study centered its scope on the public hemotherapeutic units, settled in the countryside of the state of Pernambuco and their interactions with the supporting health units. The data was collected between the years of 2006 and 2008. The following variables were approached: (1) physical and organizational structure, (2) geographic coordinates of the hemotherapeutic and supporting health units, (3) residential city of blood donors, (4) blood donors’ profile, according to age group and gender, (5) quantity of blood bags collected by the hemotherapeutic units, (6) operational capacity of the hemotherapeutic units, (7) federal and state highway network. Data was also analyzed in relation to the category of the units, regarding their size (Hemocenter, Hemonucleus and Transfusion Agency). The information system developed showed itself as a very efficient one in the process of data collection and generation of information, among them: operational capacity of the hemocenters and hemonuclei; donors’ age group and city of residence; geographical location of hemotherapeutic units and supporting health units. The analysis also showed that only the hemotherapeutic units in Caruaru, Garanhuns and Petrolina conform to the requirements of the Regional Hemocenter, in compliance with the demands of the Sanitary Invigilation Agency (in Portuguese ANVISA), while the other five units would have been more suitably classified as transfusion agencies. The geographic visualizations through the Geographic Information System showed that the locations of the collection units meet the requirements of access since they are located near urban centers, bus routes and main highways. It was clear that the units present a low production due to the short period of operation. With the exceptions of Recife and Caruaru, the operational time of the other units amount to less than four hours of daily work. At last, the information system developed proved to be capable of supplying any kind of support quickly and efficiently for the decision making concerning readjustments of the state network of blood collection and transfusion (Hemorrede), as well as definitions of strategies for incursions upon external collections .
