The methodology used consists of the qualitative approach. In order to carry out the study, a documental analysis was carried out og the documents of the three National LGBT Conferences and of the ordinances that address the health care of transgender people, wich also included the analysis of the Nacional Policy on LGBT Integral Health, in addition, five semi-structured interviews were carried out with representatives of collectives that work with the trans population. The theoretical lens that guides this study is Queer theory. Among the main results found, it can be inferred that there is a tension between the State and the social movement When addressing trans identity; it is possible to notice the existence of a dialogue, since the State responds to the demands presented in the Conferences, however, the reading that the State presents of transsexuality, is a cisheterocentered reading, crossed by the bias of adjustment, regulation and correction. The analysis of the interviews made it possible to identify some effects of the pandemic on the lives of the trans population, among wich it is possible to highlight the scenario of food insecurity, the institutionalized transphobia that made ir difficult for trans people to access public policies, especially those related to health, education and social assistance, unemployment and transphobic violence.
