O presente trabalho apresenta a busca pela otimização em processos de aquisição aplicados à pesquisa clínica no Instituto Nacional de Infectologia Evandro Chagas. Proposta se a criação de um espaço de Cocriação, mediante o incremento de Plataformas de Engajamento, que envolvam experimentação e aprendizagem, com intuito de coparticipação criativa em processos, capaz de alavancar o desempenho institucional. Aborda, como problemática, o possível conflito entre os regulamentos das Boas Práticas Clínicas (BPC) e as normas administrativas relacionadas aos processos de aquisição. Justifica se para que danos previsíveis possam ser evitados mediante a garantia da aquisição de insumos de qualidade, na quantidade certa e no tempo adequado, mediante processo de Cocriação que aproxime pregoeiros e requisitantes, ocasionando economicidade e celeridade, potencialização dos recursos financeiros, com reflexo positivo na pesquisa, ensaio ou cuidado assistencial. O objetivo geral deste estudo foi desenvolver práticas de melhoria contínua e inovação, com vistas à otimização em processos de aquisição de bens, insumos e contratação de serviços para saúde, que possam mitigar possíveis conflitos das legislações no contexto das boas práticas clínicas e o ordenamento brasileiro de compras públicas, com foco nas interfaces dos serviços envolvidos nos quais são constituídos os espaços sistêmicos de cocriação de valor. Para tanto, foi feita análise documental, design dos processos de aquisição, trabalho de campo – instituir plataforma de engajamento e desenvolver e disseminar documento de referência Para desfecho dos objetivos específicos foram concretizados a identificação de documentos chave, confrontando-os para mapear requisitos comuns e conflitantes, o mapeamento dos processos de compras na interface com os requisitantes, a identificação de atores chave nas atividades do macroprocesso de aquisição, modeladas as interfaces entre os diferentes atores, reunindo artefatos e pessoas para ideação, no espaço constituído como Plataforma de Engajamento e estabelecido o padrão documental de aquisição. Os resultados apontam que as Investigações em bases científicas e normativas corroboram para a adoção desta prática inovadora cocriação, além de quadro comparativo entre as legislações aplicadas às aquisições públicas e às Boas Práticas Clínicas, O mapeamento ponta a ponta do macroprocesso possibilitou a visão comum do processo a ser compartilhada por todos os atores envolvidos. O emprego do Sistema Eletrônico de Informação (SEI) como Plataforma de Engajamento promove a interação dos stakeholders, tornando possível a experimentação e aprendizagem, além de introduzir padrão de melhoria contínua nos processos de aquisição de bens e serviços para a Pesquisa Clínica, suportado em Manual, que fornece instruções sobre o funcionamento e coordenação de métodos adequados para orientar a execução das atividades A partir desses estágios, identificou-se que, apesar da contraposição aparente entre as normas administrativas e as Boas Práticas Clinicas, recorrentemente apontada na prática, foram encontradas, majoritariamente, convergências, tendo um único ponto de possibilidade de conflito, e vivenciamos, em processo de reflexão/ação, que a inovação é decorrência de um procedimento longo de análise interna. Além do que, na medida que se pretende fortalecer a cultura de inovação, superando os crescentes cortes de recursos e aumento de demanda, é conferida maior relevância à otimização de processos e a formalização de espaços de cocriação, que alavanque a integração na cadeia de aquisição com foco na pesquisa Clínica
Abstract
The present work presents the search for optimization in acquisition processes applied to clinical research at the National Institute of infectious diseases Evandro Chagas. The proposal is to create a space for Co-creation, through the development of Engagement Platforms, which involve experimentation and learning, with the aim of creative co-participation in processes, capable of leveraging institutional performance. It addresses, as a problem, the possible conflict between the Good Clinical Practices (GCP) regulations and the administrative norms related to the acquisition processes. It is justified so that predictable damages can be avoided by guaranteeing the acquisition of quality inputs, in the right quantity and at the right time, through a Co-creation process that brings together buyeres and applicants, causing economy and speed, potentialization of financial resources, with a positive impact in research, test, or care. The general objective of this study was to develop practices of continuous improvement and innovation, with a view to optimizing processes for the acquisition of goods, supplies and contracting of health services, which can mitigate possible conflicts of legislation in the context of good clinical practices and the Brazilian legal. of public purchases, focusing on the interfaces of the services involved in which the systemic spaces of co-creation of value are constituted To this end, document analysis was carried out, design of the acquisition processes, fieldwork - establish an engagement platform, developing, and disseminating reference document. In order to achieve the specific objectives, the identification of key documents was carried out, comparing them to map common and conflicting requirements, the mapping of purchasing processes in the interface with the requesters, the identification of key actors in the activities of the acquisition macroprocess, modeling the interfaces between the different actors, bringing together artifacts and people for ideation, in the space constituted as an Engagement Platform and determining the documental standard of acquisition. The results indicate that Investigations on scientific and normative bases corroborate the adoption of this innovative co-creation practice, in addition to a comparative framework between the laws applied to public procurement and Good Clinical Practices, the end-to-end mapping of the macroprocess enabled a common vision of the process to be shared by all the actors involved The use of the Electronic Information System (SEI) as an Engagement Platform promotes the interaction of stakeholders, making experimentation and learning possible, in addition to introducing a pattern of continuous improvement in the processes of acquiring goods and services for Clinical Research, supported by Manual, which provides instructions on the operation and coordination of appropriate methods to guide the execution of activities. From these stages, it was identified that, despite the apparent opposition between the administrative norms and the Good Clinical Practices, recurrently pointed out in practice, convergences were mostly found, having a single point of possibility of conflict, and we experienced, in a process of reflection/action, that innovation is the result of a long procedure of internal analysis. In addition, to the extent that it is intended to strengthen the culture of innovation, overcoming the growing cuts in resources and increased demand, greater importance is given to the optimization of processes and the formalization of co-creation spaces, which leverage the integration in the acquisition chain focused on clinical research
