O APOIO MATRICIAL EM SAÚDE MENTAL NO MUNICÍPIO DE MACEIÓ: CONSTRUINDO CAMINHOS PARA O TERRITÓRIO

O objetivo do estudo foi compreender o desenvolvimento das ações de suporte
matricial em saúde mental nas Unidades Básicas do V Distrito Sanitário de Maceió e
como elas têm ajudado no desenvolvimento do cuidado em rede no território. A partir
de referências teóricas que guiam as ações da Atenção Básica e da Saúde mental,
tendo como metodologia o apoio matricial em saúde mental. Trata-se de um estudo
de caráter exploratório, de abordagem qualitativa e tem como lócus o município de
Maceió para apontar as potencialidades e fragilidades das ações de apoio matricial
que vêm sendo desenvolvidas e as repercussões para o cuidado em rede no território.
O presente estudo analisou o período de 2017 a 2019, que corresponde ao início da
implementação do matriciamento em saúde mental por parte da Secretaria Municipal
de Saúde de Maceió junto às equipes de Atenção Básica. Os sujeitos da pesquisa
foram os profissionais envolvidos no processo de matriciamento, tanto os que atuam
nas equipes de Estratégia de Saúde da Família — ESF (Equipe de Referência),
quanto os que são responsáveis pela prestação de suporte técnico-assistencial e
pedagógico das equipes do Núcleo de Apoio à Saúde da Família (NASF) e Centro de
Atenção Psicossocial (CAPS) (Equipes de Apoio Matricial). A técnica de coleta de
dados selecionada foi a entrevista semi-estruturada que ocorreu em setembro e para
tratamento dos dados, utilizamos a análise de conteúdo. Os profissionais perceberam
que o Apoio Matricial torna as ações da ESF mais eficientes e ajuda a resolver os
problemas da Atenção Básica. Dificuldades iniciais, como o desconhecimento das
competências dos apoiadores e profissionais das equipes de referência, foram
apontadas. Destaca-se a aproximação entre Unidades Básicas de Saúde, NASF e as
mudanças reais na forma de lidar com as pessoas em sofrimento psíquico, a
construção de espaços que favorecem uma troca produtiva de saberes e práticas. A
circulação das equipes no território proporciona a ampliação do olhar para a
vulnerabilidade social e seus rebatimentos na saúde mental da população, a
identificação da rede intersetorial através dos dispositivos, as lacunas existentes na
rede, revisitando a responsabilidade dos profissionais quanto à mobilização e
participação social. Espera-se contribuir com o processo de trabalho do apoio matricial
das equipes de saúde do V Distrito Sanitário e das Unidades Básicas de Saúde.
Abstract
The objective of the study was to understand the development of matrix support actions
in mental health in the Basic Units of the V Sanitary District of Maceió and how they
have helped in the development of care network in the territory. Based on theoretical
references that guide Primary Care and Mental Health actions, using matrix support in
mental health as a methodology. This is an exploratory study, with a qualitative
approach and has the city of Maceió as its locus to point out the strengths and
weaknesses of the matrix support actions that have been developed and the
repercussions for network care in the territory. The present study analyzed the period
from 2017 to 2019, which corresponds to the beginning of the implementation of matrix
support in mental health by the Municipal Health Department of Maceió with the
Primary Care teams. The research subjects were the professionals involved in the
matrix support process, both those who work in the Family Health Strategy teams -
ESF (Reference Team), and those who are responsible for providing technical-
assistance and pedagogical support to the teams of the Family Health Support Center
(NASF) and Psychosocial Care Center (CAPS) (Matrix Support Teams). The selected
data collection technique was the semi-structured interview that took place in
September and for data treatment, we used content analysis. Professionals realized
that Matrix Support makes ESF actions more efficient and helps solve Primary Care
problems. Initial difficulties, such as lack of knowledge of the skills of supporters and
professionals from the reference teams, were pointed out. We highlight the
rapprochement between Basic Health Units, NASF and the real changes in the way of
dealing with people in psychological distress, the construction of spaces that favor a
productive exchange of knowledge and practices. The circulation of the teams in the
territory provides the expansion of the look at social vulnerability and its impact on the
mental health of the population, the identification of the intersectoral network through
the devices, the existing gaps in the network, revisiting the responsibility of
professionals regarding mobilization and social participation . It is expected to
contribute to the work process of the matrix support of the health teams of the V
Sanitary District and the Basic Health Units.
