Este trabalho aborda a regulação sanitária e o controle de qualidade de fitoterápicos com foco na cadeia produtiva e recorte sobre o segmento de produção de matéria prima vegetal. Tem como objetivo discutir a atuação regulatória sobre o segmento primário levando em conta o papel deste sobre as características do produto final e enquanto marcador do estado de estruturação da cadeia produtiva de fitoterápicos. Utiliza como referencial teórico o marco legal da vigilância sanitária, a regulamentação de fitoterápicos (produção, consumo e comercialização) e literatura relacionada à regulação e vigilância sanitária. Confronta as disposições legais e regulatória com os resultados obtidos da revisão da literatura cientifica que analisa o setor produtivo de fitoterápicos no país. Conclui pela necessidade do aprimoramento da atuação regulatória, especialmente no âmbito tecnológico e intersetorial, em face da complexidade produtiva e intrínseca desta categoria de produtos, bem como da necessidade do fortalecimento do segmento primário e da cadeia produtiva de fitoterápicos no país.
Abstract
This work deals with the sanitary regulation and quality control of
phytotherapics with focus on the production chain and cutback on the raw
material production segment. Its objective is to discuss the regulatory action on the
primary segment taking into account the role of this on the characteristics of the final product and as a marker of the structuring state of the phytotherapeutic productive chain. It uses as theoretical reference the legal framework of sanitary surveillance, the regulation of phytotherapics (production, consumption and commercialization) and literature related to sanitary regulation and vigilance. It confronts the legal and regulatory provisions with the results obtained from the review of the scientific literature that analyzes the productive sector of herbal medicines in the country. It concludes by the need to improve the regulatory performance, especially in the technological and intersectoral scope, due to the productive and intrinsic complexity of this category of products, as well as the need to strengthen the primary segment and the phytotherapic production chain in the country.
