Este trabalho tem como objeto o estudo do financiamento federal na
atenção à saúde e na saúde pública, no período entre 1995 e 2000. Aborda o
papel do governo federal no financiamento das políticas do setor e o padrão de
financiamento adotado para a implementação do Sistema Único de Saúde.
É analisado o desempenho de cada uma das fontes de recursos para o
financiamento do Ministério de Saúde. É analisada a flutuação das fontes ao
longo da década de 1990 e demonstrado que o volume de recursos destinados
ao setor não sofreu reduções significativas.
O trabalho revela que o período foi marcado pelo conflito entre as
orientações para a vinculação e para a desvinculação de fontes para o
financiamento do setor.
Abstract
This study aims at analyzing the federal funding of public health care in the
period between the years 1995 and 2000. It approaches the role of Brazilian
federal government in financing health policies and the kind of financing used to
implement SUS-- the Unified Health System/ Sistema Único de Saúde. The
performance of each of the sources of funds to finance the activities of the
Ministry of Health is analyzed. Attention is paid to the fluctuation of funding
sources during the decade (1990s), demonstrating that the volume of sources
destined to the area did not suffer any significant decrease.
The findings of this study reveal that the period was characterized by a struggle
between conflicting orientations regarding whether or not earmarking sources
for financing the health sector.
