O presente projeto de pesquisa busca problematizar a tensão entre trabalho e família investigando o déficit existente na relação entre política de educação infantil e inserção feminina no universo do trabalho, uma vez que esta deveria ser uma política de minimização dos impactos da divisão sexual e racial do trabalho na vida das mulheres com filhos pequenos. A identificação do debate étnico racial se dá no sentido de detectar se a lei reconhece a realidade social brasileira, uma vez que, as mulheres que mais necessitam da Política de educação infantil são mulheres pobres e, no Brasil, a pobreza tem cor, estamos falando de mulheres negras. A metodologia a ser adotada para realização da pesquisa será de análise documental utilizando dados legais e da sociedade civil que versam a respeito da política de educação infantil a fim de investigar em que medida esses documentos consideram o universo do trabalho informal e, consequentemente, os indivíduos inseridos nesse universo, majoritariamente, mulheres mães negras. Para ilustrar a realidade brasileira tanto com relação ao déficit de vagas na educação infantil, como com relação a ocupação de postos de trabalho informais, serão utilizados dados da PNAD Contínua dos anos de 2015 e 2022.
Abstract
This research project seeks to problematize the tension between work and family investigating the deficit in the relationship between early childhood education policy and female insertion in the universe of work, since this should be a policy of minimizing the impacts of the sexual and racial division of labor in the lives of women with young children. The identification of the racial ethnic debate is in the sense of detecting whether the law recognizes the Brazilian social reality, since women who most need early childhood education policy are poor women and, in Brazil, poverty has color, we are talking about black women. The methodology to be adopted to carry out the research will be documentary analysis using legal and civil society data that deal with the policy of early childhood education in order to investigate to what extent these documents consider the universe of informal work and individuals inserted in this universe, mostly black mothers. To illustrate the Brazilian reality both in relation to the deficit of vacancies in early childhood education and in relation to the occupation of informal jobs, data from the Continuous PNAD of the years 2015 and 2022 will be used.
