ANÁLISE DAS AÇÕES DA ATENÇÃO PRIMÁRIA À SAÚDE NO CONTEXTO DA PANDEMIA DE COVID-19 EM UMA UNIDADE BÁSICA DE SAÚDE DE CEILÂNDIA - REGIÃO ADMINISTRATIVA DO DISTRITO FEDERAL

A pandemia de Covid-19 sobrecarregou os sistemas de saúde, incluindo o Sistema Único de Saúde (SUS). A Atenção Primária à Saúde (APS), com seus atributos e responsabilidade territorial, exerce, por meio da Estratégia Saúde da Família, um papel fundamental no combate à pandemia, através de ações preventivas; apoio social na comunidade; vigilância e monitoramento dos casos; acolhimento/atendimento dos casos leves e moderados, encaminhamento dos casos graves; e continuidade das ações próprias da APS. A vigilância em saúde tem uma atribuição importante no combate, manejo e controle da Covid-19, e suas ações se materializam por meio da APS. Objetivo geral: analisar as ações da APS no contexto da pandemia de Covid-19 na Unidade Básica de Saúde nº 9 de Ceilândia-DF – UBS 9. Objetivos específicos: definir uma linha do tempo referente aos acontecimentos da pandemia de Covid-19; realizar uma análise dos documentos da SES/DF relacionados à Covid-19 e à APS; analisar a reorganização dos serviços da UBS 9 de Ceilândia-DF a partir dos documentos da SES/DF, considerando os atributos da APS e os seus eixos de atuação no contexto da pandemia. Metodologia: pesquisa retrospectiva de natureza qualitativa descritiva realizada por meio de análise documental. Resultados e discussões: a partir da criação da linha do tempo com os marcos temporais da pandemia (início da pandemia, primeira onda, segunda onda, terceira onda e o período da vacinação) e da classificação dos documentos analisados, fica evidenciado que, em relação à reorganização da APS do DF e às ações da UBS 9 de Ceilândia-DF, os atributos e os eixos de atuação da APS foram afetados e que os trabalhadores da saúde da unidade sofreram impactos. Considerações: a APS tem papel protagonista no combate à pandemia; seus atributos e eixos de atuação devem ser preservados mesmo com mudanças na operacionalização das suas ações; e sua organização envolve planejamento, financiamento, recursos humanos, educação permanente e investimento em estrutura física, recursos materiais e tecnológicos; devem ser garantidas ações para proteção e promoção da saúde física e mental dos trabalhadores de saúde.
Abstract
The Covid-19 pandemic has overloaded health systems, including the Unified Health System (SUS). Primary Health Care (PHC), with its attributes and territorial responsibility, plays, through the Family Health Strategy, a fundamental role in combating the pandemic, through preventive actions; social support in the community; case surveillance and monitoring; acceptance/care of mild and moderate cases, referral of severe cases; and continuity of APS' own actions. Health surveillance has an important attribution in combating, managing and controlling Covid-19, and its actions materialize through PHC. General objective: to analyze PHC actions in the context of the Covid-19 pandemic at Basic Health Unit nº 9 in Ceilândia-DF UBS 9. Specific objectives: to define a timeline referring to the events of the Covid-19 pandemic; carry out an analysis of SES/DF documents related to Covid-19 and APS; to analyze the reorganization of services at UBS 9 in Ceilândia-DF based on SES/DF documents, considering the attributes of PHC and its axes of action in the context of the pandemic. Methodology: retrospective research of descriptive qualitative nature carried out through documental analysis. Results and discussions: from the creation of the timeline with the time frames of the pandemic (beginning of the pandemic, first wave, second wave, third wave and the period of vaccination) and the classification of the analyzed documents, it is evident that, in relation to the reorganization of the APS in the DF and the actions of UBS 9 in Ceilândia-DF, the attributes and axes of action of the APS were affected and that the health workers of the unit suffered impacts. Considerations: APS plays a leading role in combating the pandemic; its attributes and axes of action must be preserved even with changes in the operationalization of its actions; and its organization involves planning, financing, human resources, permanent education and investment in physical structure, material and technological resources; actions to protect and promote the physical and mental health of health workers must be guaranteed.
