Abstract in Portuguese
As informações em saúde são fundamentais para a tomada de decisões eficazes. No
âmbito da vigilância sanitária, um sistema de informação deve permitir, por exemplo, a análise e
o monitoramento de fatores de risco à saúde relacionados a produtos, serviços e ambientes. No
que diz respeito ao desenvolvimento do Sistema Nacional de Vigilância Sanitária (SNVS),
definido pela Lei nº. 9.782/1999, é fundamental o estabelecimento de um Sistema Nacional de
Informação (SNI) com base em informações coletadas em todo o país. Nesse sentido, o objetivo
desse trabalho foi classificar os sistemas de informação estadual, distrital e municipal quanto a
aspectos tecnológicos, de comunicação de dados e de recursos humanos e diagnosticar situaçõesproblema,
identificando potencialidades a serem aplicadas no SNVS. Foi realizada uma análise
documental retrospectiva onde os dados analisados foram obtidos a partir de entrevistas semiestruturadas
elaboradas e realizadas pela Gerência Geral de Gestão de Tecnologia da Informação
(GGTIN) junto às vigilâncias estaduais e municipais das capitais brasileiras no período de
setembro a novembro de 2007. Foram identificados e analisados 97 sistemas de informação nos
Estados, no Distrito Federal e nos Municípios das capitais brasileiras, sendo 33 referentes à
região Nordeste, 20 à Sudeste, 19 à Norte, 16 à Centro-Oeste e 9 à Sul. Cerca de oito vigilâncias
sanitárias estaduais e três municipais relataram não possuir sistemas de informação
informatizados. Dos 97 sistemas de informação, foram identificadas funcionalidades relacionadas
ao cadastro de pessoas físicas, jurídicas; ao controle de processos e de documentos
administrativos; a atividades administrativas de apoio, como controle de férias e diárias de
funcionários; ao apoio de atividades de inspeção e fiscalização; à concessão de alvarás e licenças;
ao controle de arrecadação de taxas e comunicação de sanções sanitárias, notificações e
infrações; a atividades especiais executadas pelas vigilâncias; e ao registro de informações georeferenciadas.
A arquitetura Web foi a mais relatada (43%), seguida da cliente-servidor (32%). A
tecnologia ASP foi a mais utilizada para a construção dos sistemas (mais de 27%). O software
MS SQL Server representou cerca de 42% dos Sistemas Gerenciadores de Banco de Dados
(SGBD) utilizados, sendo o mais utilizado pelas vigilâncias sanitárias, com exceção das regiões
Norte e Sul. Em relação à presença de uma rede de comunicação de dados, 92% das instituições
analisadas possuem tal tecnologia de comunicação, sendo que cerca de 47% não são proprietárias
e 85% possuem firewall instalado visando a proteção e controle de acesso sobre a rede. Além
disso, 74% das vigilâncias consultadas não possuem um quadro próprio de analistas de sistemas;
79% não possuem uma equipe de banco de dados própria; 75% não possuem um quadro de
programadores próprio; e 49% não têm uma equipe de suporte própria. A maioria das vigilâncias
sanitárias (87%) não utiliza ferramentas de educação à distância, nem tecnologias baseadas em
software livre (64%). Quanto à disponibilização de assuntos no seu âmbito de atuação, 74%
possuem um site institucional para tal fim. Os sistemas de informação analisados são
significativos e relevantes, na medida em que auxiliam grande parte das atividades sanitárias
desenvolvidas no país. O progresso das vigilâncias quanto à utilização de tecnologias que
permitem o acesso e o compartilhamento de dados e propiciam maior agilidade às comunicações
pessoais representa um ganho significativo em se tratando do desenvolvimento do SNVS.
Todavia ainda existem diversos fatores limitantes, como os custos envolvidos nesses processos e
a falta de padronização de dados e informações.
Abstract
The information in health are basic for taking efficient decisions. In the scope of sanitary
surveillance, an information system must allow, for example, the analysis and monitoring of risk
factors in health related to products, services and environments. For the development of the
National System of Health Surveillance (SNVS), defined by Law nº. 9.782/1999, it’s necessary
the establishment of a National Information System (SNI) on the basis of information collected
all over the country. The objective of this study was to classify the information systems of state,
district and municipal sanitary surveillances for technological aspects, data communication and
human resources and to diagnosis situations that could mean problems, identifying potentialities
that could be applied in the SNVS. For in such a way, a retrospective study was carried on by a
documentary analysis, where the analyzed data understand to interviews drew up in state, district
and municipal sanitary surveillances by the General Management of Information Technology
(GGTIN) in the period of September to November 2007. The research identified and analyzed 97
information systems in the state, district and municipal sanitary surveillances, being 33 referring
to the Northeast region, 20 to the Southeast, 19 to the North, 16 to Center-West and nine to the
South. About eight state and three municipal sanitary surveillances had told not to possess any
information systems informated. Of the 97 information systems identified, there was
functionalities related to the register of physical and legal people; to activities of processes
control and administrative documents; to administrative activities of support, such as control of
daily vacations and employees; to support of activities that involved inspection and fiscalization;
to the concession of licenses; to activities of taxes control and sanitary sanctions, notifications
and infractions communication; to special activities executed by the sanitary surveillance; and to
the register of georeferred information. The Web architecture was the most used (43%), followed
by the customer-server (32%). Technology ASP was the most used for the construction of the
systems (more than 27%). Software MS SQL Server represented about 42% of the Data Base
Management System (SGBD) used, being the most used by the sanitary surveillances, with
exception for the regions North and South. In relation to the presence of a data communication
net, 92% of the analyzed institutions possess such technology of communication and about 47%
of them are not proprietors and 85% have firewall installed aiming the protection and control of
access on the net. Beyond that 74% of the consulted surveillances don’t have an own team of
systems analysts, 79% don’t have an own team of data base, 75% don’t have an own team of
programmers and 49% don’t have an own team of support. The majority of the sanitary
surveillances (87%) do not use tools of long-distance education, neither technologies based on
free software (64%). About 74% of the sanitary surveillances have an institucional site to show
its scope and performance. The analyzed systems of information are significant and important
and assist to great part of the developed sanitary activities in the country. The progress of the
sanitary surveillances can be seen in the use of technologies that allow access and data sharing
and enable greater agility in personal communications. This also represents a significant benefit
in the development of the SNVS. However adverse factors, such as the costs involved in these
processes and the lack of standardization of data and information, still exist.
